- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using simplified acquisition procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation shall be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The RFQ number is N00244-08-T-0596. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-26 and DFARS Change Notice 20080721. It is the contractors responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. The NAICS code is 336611 and the Small Business Standard is 1000 employees. This requirement is a Small business set aside. The Fleet and Industrial Supply Center, San Diego, Detachment Seal Beach requests responses from qualified sources capable of providing: CLIN 0001- Manufacturer five (5), four foot receiving brow platforms, haze gray in color in accordance with specifications as follows: The four foot elevated deck platform must be four (4) foot high to top of the deck seventy-six (76) inches wide and (12) foot long. The deck plating is to be constructed of one-quarter (1/4) inch raised diamond plating. Use 10 inch x 8.4 lbs per foot channel to frame the platform deck. The five (5) horizontal deck supports are constructed of inch x 3 inch x 3 inch angles, evenly spaced with approx 24 inch support center to support center. The legs of the platform are constructed of inch x 4 inch x 4 inch pipe, or inch x 4 inch x 4 inch steel square tubing. At the top of the legs, install a inch steel mounting plate, welded to the bottom corners of the structural channel for support of the deck frame to leg; welded solidly. Attach the eight, twenty-four (24) inch, inch x 2 inch x 2 inch angular supports for the legs, between the leg and the bottom of the channel frame at a 45-degree angle. The foot of the platform legs are constructed with inch x 6 inch x 6 inch steel plate. Construct the stair framing with 10x 8.4 lbs per foot channel. The five steps and rails are to be thirty-nine (39) inches wide. Nine (9) inches deep treads with one and one half (1 ) inch opposing flanges on both front and back edges. The lower inside base of the steps should be approx fifty (50) inches from the nearest support leg or front edge of the platform. The handrails are constructed of 1 inch handrail pipe. The dual rail system is 42 inches high with a support rail of the same material at the 21 inches from the surface of the platform. A continuous weld combing of inch x 4 inch steel flat bar will be welded to the deck and inside the hand rails on the enclosed areas of the hand rail at deck level; leaving stair and brow access level open. Install x 4 inch x 7 inch lifting eyes outside the deck combing/framing, so the platform will lift evenly and level. Upon completion of construction apply two (2) coats of commercially acceptable base paint system. Apply two coats of navy haze gray top coating. Commercially acceptable non-skid paint will be applied to all horizontal surfaces on the steps and inside the platform combing. Items shall be shipped FOB Destination. Delivery date 60 Days or sooner ARO. Place of delivery is San Diego, CA. A drawing is available upon request. Destination; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items with the following clauses applicable to paragraph (b): 52.222-19, Child Labor Cooperation with Authorities and Remedies; 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; 52.232-33, Payment by Electronic Funds Transfer Central Contractor Registration.
