Description
The U.S. Army Corps of Engineers, Portland District, CENWP-CT-C, 333 SW 1st Avenue, Portland, OR 97208 intends to issue a Request for Proposal No. W9127N-08-R-0028. To provide Services for The Corps of Engineers, Portland District, at Bonneville Second Power House. The contractor will be required to provide the following upgrades and improvements to the existing station service: Replace the existing 15kV switchgear lineups 2SJ1 and 2SJ2 with higher capacity switchgear and spare breaker capacity; consolidate the SJ1.1 and SJ1.2 loads into the new switchgear 2SJ1 and 2SJ2 for the smolt monitoring facility and provide breaker interlocks with the intertie breakers, route new 2SJ control wiring to the existing remote control terminal board, replace the existing 480V substations 2SQ1, 2SQ2, and 2SQ3 substations with higher capacity substations and spare breaker capacity, provide remote motorized racking and remote metering to SCADA for all new switchgear, replace the existing 13.8kV source and load feeders for 2SJ1 and 2SJ2 (the lengths of most feeders may change depending on configuration and placement of new switchgear), reconnect the existing 2SQ feeders at the new 2SQ substations, replace existing manual 15kV disconnect switches 2ZJ1, 2ZJ2, and 2ZJ3 with motor-operated disconnect switches with interlocks and remote operation capacity, provide infra-red viewing windows in the backs of all 13.8kV disconnect switches and breakers, change the synchronizing reference for the fishwater units to the 2SJ bus, provide exciter CTs for the fishwater unit breakers; add synchronizing capability for XJ010 and XJ020, provide 15kV non-load break junctions as required for the 2SJ revisions, provide digital relays and remote control switches for all 2SJ and 2SQ breakers, all enclosures shall be painted to match the existing paint scheme in use at the Bonneville Second Powerhouse, asbestos mitigation will be addressed. The Request for Proposal (RFP) will be available on or about November 05, 2008. Tentative due date is December 5, 2008; a notice and link to download this solicitation via FedTeDS (www.fedteds.gov) will be posted on the Federal Business Opportunity (www.fbo.gov) when the solicitation is available for download. This procurement is 100 percent set aside for small businesses. The NAICS Code is 238190 and the small business size standard is 13 million. The Magnitude of Construction is between $1,000,000.00 and $5,000,000.00.
