**** NOTICE: ****This 3rd Modification to the previously-issued Presolicitation Notice is issued to change the planned dates as follows: **** The solicitation will be posted with an effective date of Monday, August 04, 2008. The closing date for receipt of proposals is September 03, 2008 (unless changed by an official ammendment to the solicitation). **** **** A Pre-Proposal Conference has been scheduld for Friday, August 15, 2008, from 1:00 to 3:00 PM. The location will be in the Media Medical Room in the basement of Bldg 71 (VISN 15 Network Business Office). The address is: 4101 S. 4th Street Trafficway, Leavenworth, KS 66048 **** **** PREVIOUSLY POSTED PRESOLICITATION NOTICE (with changes noted) **** The Department of Veterans Affairs, VA Heartland Network 15, intends to issue a solicitation for Indefinite Deliver Indefinite Quantity (IDIQ) Contracts for Construction in the form of separately awarded contracts at various VA Medical Centers. The locations for these separately-awarded Indefinite Deliver Indefinite Quantity (IDIQ) Contracts for Construction will be at the: - Robert J. Dole VAMC (Wichita, KS); - Colmery-O'Neil VAMC (Topeka, KS); - Dwight D. Eisenhower VAMC (Leavenworth, KS); - Kansas City VAMC (Kansas City, MO); - Harry S. Truman Memorial VAMC (Columbia, MO); - Jefferson Barracks Div, St. Louis VAMC (St. Louis, MO); - John Cochran Div, St. Louis VAMC (St. Louis, MO); - John J. Pershing VAMC (Poplar Bluff, MO); and - Marion VAMC (Marion, IL). The general scope of work is for minor construction, repair, and alteration of existing real property facilities and assets. Work will be issued by individually negotiated task orders. The type of construction services includes, but is not limited to: Demolition (including Lead/Asbestos removal and Disposal); Concrete; Masonry; Metalwork; Carpentry; Thermal and Moisture Protection; Doors and Windows; Interior & Exterior Finishes; Specialties (including Equipment & Furnishings); Fire Suppression; Plumbing; HVAC (including Testing and Balancing); Electrical (including Communications & Security); and Exterior Site Improvements. A Pre-Proposal Conference is planned (**** Change Note: Friday, August 15, 2008, from 1:00 to 3:00 PM. The location will be in the Media Medical Room in the basement of Bldg 71, VISN 15 Network Business Office, ****) 4101 S. 4th St. Trafficway, Leavenworth, KS 66048 (A sign in the front lobby room will direct participants to the conference room location.) No organized site visit is planned for this solicitation. NOTE: Site visits will be scheduled for individual Task Orders after the base contracts have been awarded. In accordance with FAR 36.204 and VAAR 836.204(i), the estimated magnitude of each individual base contract, including all potential options that may be awarded under this solicitation, is "Between $10,000,000 and $20,000,000". Each resulting contract will consist of a one year Base ordering period with a maximum dollar amount of $3,000,000.00 for all task orders. Each contract will also have four Option ordering periods of one year each, with a dollar limit of $3,000,000.00 for each Option period. If all options are exercised, the maximum potential dollar amount of each separate contract will be $15,000,000.00. The minimum amount for any individual task orders issued for each contract will be over $30,000 (unless the selected firm is an Emerging Small Business) and the maximum amount for any individual task order will not exceed $500,000.00. In accordance with FAR 16.504(a) the minimum obligation for each separate IDIQ contract awarded under this solicitation will be SIXTY THOUSAND DOLLARS ($60,000.00). This minimum obligation falls within the size limits for individual orders. Therefore, the minimum obligation will be met by the issuance of one or more task orders. This minimum obligation amount applies to the entire contract, even if the options for up to four additional one-year ordering periods are exercised. This solicitation will be issued as a Request for Proposals (RFP) for the purpose of awarding up to nine separate awards of Indefinite Delivery Indefinite Quantity (IDIQ) Job Order (JOC) contracts. The estimated performance period for completion of construction will be addressed in each individual Task Order issued under the respective JOC contracts. The solicitation will be available on or about (**** Change Note: Monday, August 04, 2008. The closing date for receipt of proposals is September 03, 2008 ****) Proposals received in response to this solicitation will be evaluated in accordance with procedures outlined in Federal Acquisition Regulations (FAR) Part 15 for Best Value. The following significant evaluation factors will be used as the basis for award: Organization & Technical Approach; Past Performance; Relevant Experience; and Price. The solicitation will include a detailed list of evaluation factors, including any subfactors or elements, and will provide instructions for proposal requirements and the basis for award. Any changes to evaluation factors will be issued by amendment. The North American Industry Classification System (NAICS) Code for this project is 236220 (Commercial and Institutional Building Construction), with a size standard of THIRTY ONE MILLION DOLLARS ($31,000,000.00). For the purposes of this procurement, a concern is considered a small business if its annual average gross revenue, taken for the last 3 fiscal years, does not exceed the size standard stated above. The following Numbered Notes apply: #29 --- THIS SOLICITATION IS BEING ISSUED AS A SDVOSB SET-ASIDE --- In accordance with FAR Part 19, and in coordination with the Small Business Administration (SBA), all responsible SDVOSB sources may submit a proposal, which will be considered by the agency. --- HOW TO OBTAIN A COPY OF THE SOLICITATION --- All potential offerors, to include Prime Contractors, Subcontractors, Suppliers, Plan Rooms and Printing Companies should register in CCR and Fed Biz Opps in order to view or download solicitations. According to FAR case 2002-024, vendors have been required to use ORCA since 01 January 2005. To be eligible for contract award and prior to bidding, a firm must be registered in the database.
