- US Army TACOM Life Cycle Management Command intends to award sole-source procurement to Saft America, Incorporated, 107 Beaver Court, Cockeysville, MD 21030. Requirement is for four (4) HEMV-4 Battery packs consisting of the following: 1. 8 ea. NCA type VL34P modules (P/N 204484) 2. 4 ea. HEMV-5 Battery Pack enclosures 3. 8 ea LFP type VL25Fe modules 4. System software conversion pack This procurement is being made pursuant to 10 U.S.C. 2304(c)(1) and FAR Part 6.302-1, for other than full and open competition; only one responsible source and no other supplies or services will satisfy agency requirements. Saft America, Incorporated is the only known source for the NCA-type VL34P, HEMV-5 and LFP-type VL25Fe modules and packs needed for a testing effort:. The lithium-ion modules must be these exact and specific modules and packs because these packs and modules are the focus of the testing. These modules and packs are among those selected for use in Future Combat Systems, so it is absolutely necessary that the packs and modules purchased be these exact items. All qualified sources must respond not later than 11 August 2008, 4:00 PM EST. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
