- The U.S. Army Engineering and Support Center, Huntsville, intends to award a modification to contract W912DY-07-C-0006 on a sole source basis for technical services to include Data Acquisition, Technical Writing, and Librarian Services. This contract was awarded to SciTech Services, Inc. on 30 July 2007. This requirement is in support of the Deseret Chemical Depot (DCD) specialized chemical weapon demilitarization program to provide day-to-day support. DCDs current mission is to plan and execute the storage and destruction of chemical weapons and their secondary waste in a manner that is safe, secure, and environmentally sound, protects workers and the public, and also to plan and complete depot closure. The statutory authority permitting other than full and open competition for this action is 10 U.S.C. 2304 (c)(1). Reference FAR Subpart 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The NAICS code is 541380, Testing Laboratories, size standard - $11M. The contract modification will have a period of performance of two (1) one year option period(s) and one (1) 6-month option period for the Data Acquisition, Technical Writing, and Librarian Services task. The 6-month period of performance begins on 1 October 2008. The rough order of magnitude for this modification, including all option period(s) is $954,000.00. A major part of this mission is compliance with regulatory and Army requirements for an environmentally safe operation. Personnel Security Investigations will be performed on all Contractor personnel. In accordance with AR 25-2 and AR 380-67, all contractor positions requiring access to Army Automated Information Systems (AIS) and other sensitive information shall be processed for a National Agency Check/Local Agency Check/Credit Check (NACLC). Data Acquisition, Technical Writing, and Librarian Services. The Contractor shall provide Data Acquisition, Technical Writing, and Librarian Services as described below: Data Acquisition. As required, the Contractor shall perform the following tasks: (1) maintain agent monitoring quality control data, and prepare laboratory analysis quality control charts and quality control reports, (2) update quality control chart parameters, and (3) create quality assurance reports. The Contractor shall apply engineering/science knowledge as well as probability and statistical methods in the preparation of technical documentation. The Contractor shall prepare documentation (write, illustrate, graphs, tables, charts, photographs, etc.); coordinate documentation preparation; identify and resolve discrepancies; resolve technical issues and problems; identify conclusions; prepare technical discussions and conclusions; prepare preliminary, draft, and final documentation; and meet established completion dates. Technical Writing. Technical writing shall include the preparation and monitoring of Standard Operating Procedures (SOPs). (1) prepare technical documents on personal computers using available Government software, (2) edit technical documentation; (3) verify completeness and logical presentation of written documents; (4) maintain established technical writing standards; and (5) improve document clarity, accuracy, and appropriateness. All tracking records will be maintained in long term storage. All recorded data and reports will be numbered in accordance with AR 25-400-2, the ARIMS. The Contractor must ensure statistical accuracy in all reporting. The Contractor shall participate in operational plan reviews and staff operations as required. Librarian Services. The Contractor shall perform the following Librarian Services: (1) maintain library collections of books, serial publications, documents, and other materials and assists groups and individuals in locating and obtaining materials; (2) explain and assist in use of reference sources, such as card or book catalog or book and periodical indexes to locate information; (3) issue and receive materials for circulation or use in library; (4) assemble and arrange displays of books and other library materials; (5) maintain record of items received, stored, issued, and returned; (6) provide answers to correspondence on special reference subjects; (7) fill out and deliver Request for Copy orders; (8) handle and package items for shipment; (9) provide copying services; and (10) compile list of library materials according to subjects or interests. The Contractor shall establish, maintain, and coordinate the long term archiving program in accordance with AR 25-400-2, the ARIMS. THIS IS NOT A FORMAL SOLICITATION. Contractors who feel they can provide the U.S. Army Engineering & Support Center, Huntsville, AL, with the above services are invited to submit in writing an affirmative response which includes as a minimum, the firms capability, familiarity with the system, evidence of experience, and any information indicating a bona fide ability to meet this specific requirement. All responsible sources may respond to this synopsis, and all such responses will be considered by the agency. If no written responses are received by August 18, 2008, The Data Acquisition, Technical Writing, and Librarian Services as stated above will be awarded to SciTech Services, Inc.
