- The Office of Substance Abuse and Mental Health Administration (SAMHSA), Center for Substance Abuse Prevention (CSAP), through the Program Support Center, Division of Acquisitions Managements, intends to award a sole source contract using simplified acquisition procedures to The National Association for Addicition Professionals (NAADAC), 1001 N. Fairfax Street, Suite 201, Alexandria, VA 22314. The purpose of this contract is to improve the addiction workforce by developing national standards for addiction studies from the one-year Addiction Certificate level through a Master’s level academic program. NAADAC, the Association for Addiction Professionals and the National Addiction Studies and Standards Collaborative Committee (NASSCC) will partner to develop a national, standardized curriculum with a standardized course content that will be an integrated academic approach that is transferable to students practicing in the addiction profession. NAADAC’s and (NASSCC) seek to overcome the confusion of a lack of standardized skills standards necessary to achieve a competent and knowledgeable addiction workforce by developing: 1) Standardized content of knowledge in each of academic levels – one year Addiction Certificate to Mater’s level degree, 2) integrate the knowledge and content already established through earlier work through the Addiction Technology Transfer Centers (ATTC), NASADAD, NAATP, and other key stake holders, and 3) Develop a Scope of Practice that is tied to skill standards. This proposal will also use faculty who are educators in the addiction profession to develop the skill standards and content for each academic level. These products will be reviewed with the key stake holders for refinement and investment. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
