Description
The Office of Substance Abuse and Mental Health Administration (SAMHSA), through the Program Support Center, Division of Acquisitions Managements, intends to award a sole source contract using simplified acquisition procedures to the Mental Health Corporations of America, Inc. (NMCA), 1876- Eider Ct, Tallahassee, FL 32309. This request is to pay for leadership development activities provided to the Substance Abuse and Mental Health Services Administration and to United States behavioral health providers and administrators by the Mental Health Corporations of America, inc. This activity involves professional development for behavioral health service providers and administrators in eight English-speaking developed countries. This activity allows SAMHSA to participate in exchanges where members visit each other’s sites to learn about how their counterparts do their jobs and/or address particular issues. l The purpose of these exchanges is to identify ways to improve the delivery of mental health services in the US through innovations learned through these exchanges. Information shared during these exchanges will be used by SAMHSA to improve the domestic delivery of mental health treatment and substance abuse prevention and treatment services. Public Health Service Act, Title V, 42 U.S.C., Sec 501 and Title III, 42 U.S.C. Title III, Sec. 307. Sec. 501 provides SAMHSA with authority for expenditures related to improving the provision of treatment and prevention services to individuals with respect to substance abuse and mental illness, as well as knowledge dissemination of the same. Under Sec. 307 authority, SAMHSA can participate in activities with an international purpose as long as any expenditure for such activities is authorized under Title V. The contractor shall be responsible for but not limited to the following: The contractor will identify possible additional matches for SAMHSA staff and mental health leaders in the US in the areas of: children and youth services, integration of behavioral health into primary care, services for rural and underserved areas and groups, and consumer- and family-centered care consistent with SAMHSA’s Title V authority and mission related activities. The contractor will arrange for exchanges between SAMHSA staff and their selected “matches” in member countries and will submit reports to SAMHSA which summarizes key findings from those exchanges including the identification of best practices and possible applications to SAMHSA programs and activities. The contractor will provide and disseminate its semi-monthly Update widely to SAMHSA staff and behavioral health leaders throughout the U.S. The contractor will provide access to international expertise to SAMHSA and to behavioral health leaders and providers in the US upon request. The contractor will facilitate member countries’ sharing of evidence-based practices with SAMHSA and behavioral health leaders and providers in the US. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
