Description
Small Business Sources Sought. This is a sources sought announcement only seeking small business responses in order to determine small business participation in the acquisition. The Mission and Installation Contracting Command-Center-Fort Eustis (MICC-C-E) is seeking information on sources that can provide analytical products in support of the Training and Doctrine Command (TRADOC) mission and Manpower and Personnel Integration (MANPRINT) support throughout the Army. Such products entail research, analysis, modeling and simulation, war gaming and assessments, and tool building in the context of the Joint Capabilities Integration and Development System (JCIDS) and Materiel Acquisition to provide support with respect to TRADOC Battle Labs, Distributed Interactive Simulations Initiatives, as requirements directed or supported by the TRADOC Analysis Center (TRAC). MANPRINT is an initiative of the Army that is designed to address some of the Army's critical problems in the Materiel Acquisition Process (MAP). MANPRINT addresses manpower, personnel, and training issues, as well as concerns about human factors, health hazards, safety, and soldier survivability. The type of requirements that may be performed under issued task orders are as follows: 1) Manpower, Personnel, and Training (MPT) Analysis, 2) Training Resource Requirements Analyses (TRRA), 3) Training Effectiveness Analyses (TEA), 4) Produce Specific MPT Documentation for Joint Requirements Oversight Council (JROC), Army Requirements Oversight Council (AJROC), Functional Capabilities Board (FCB), and Joint Capabilities Board (JCB) Milestone Decision Reviews (MDRs), 5) Perform combined Manpower and Personnel (MP) and Logistics Impact Analyses (LIA) and Supportability/Sustainability Analyses, 6) Perform the MANPRINT or Sustainment related portions of analyses in support of JCIDS or materiel acquisition, 7) Determine the comparative MPT implications/resource requirements, 8) Provide modeling support advice and assistance, 9) Data gathering and personnel analyses, 10) Develop analytical tools, software, and user documentation, 11) Develop and Implement Methodologies Supporting MPT Analyses and Oversight of Technical Manual (TM) Preparation and Revisions, 12) Provide other MANPRINT Analyses (MAs) such as conducting Human Factors Engineering Analysis (HFEA), systems safety (SS) analysis, independent safety analysis (ISA), health hazards analysis (HHA), and evaluating Soldier survivability (SSv) issues, 13) Perform Statistical analysis of survey data, and 14) Conduct MANPRINT impacts on depot operations and products. Full descriptions of the examples listed above will be available upon request. Please email Mr. Bedford no later than 15 Aug 08. Note: Any given task order may include more than one type of analysis and while extensive, is not exhaustive. The contractor may be required to perform work at multiple sites, which may include Fort Lee, Fort Leavenworth, Fort Monroe, White Sands Missile Range, the Military District of Washington, and other locations of Army forces, branch schools, and military activities. The designated NAICS Code is 541330, Engineering Services, size standard is $6.5M. Your response shall include the following information: size of company (i.e., 8(a), Hubzone, WOSB, SB, Veteran, all others), number of employees, revenue for the last three years, relevant past performance on same/similar work dating back three years, and your companys capability to do this type of work. Documentation of technical expertise and capability must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition (No more than 10 pages).
