Description
The Centers for Disease Control and Prevention (CDC), National Center for Viral Hepatitis, HIV/Aids, STD and TB Prevention, Division of STD Prevention has a need for the use of empirical data in an individual-based stochastic simulation model of C. trachomatis transmission to: (1) Compare the relative reductions in Chlamydia prevalence of screening at random and differential screening uptake; (2) Examine robustness through comparison with an independent individual-based model; and (3) Determine whether there are thresholds for screening uptake and screening interval. The contractor shall perform the following tasks: Use empirical data in an individual-based stochastic simulation model of C. trachomatis transmission to compare and document reduction in Chlamydia prevalence after 5 and 10 years of the annual offer of screening in a fixed percentage of: a.) randomly selected women aged 15-24 years each year b.) fixed percentage of the same women aged 15-14 years each year; and c.) differential uptake according to age, ethnic group, previous screening test uptake, but where overall average uptake is the same as in the previous scenarios. (2) Compare and document reduction in Chlamydia prevalence after 5 and 10 years of the annual offer of screening at different levels of uptake and different average screening interval; and compare some outputs and explore and document reasons for differences. The Government intends to procure from only one source under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The University of Bern, Switzerland is identified as the expert with extensive experience in the area of Chlamydia screening and transmission. This is not a request for competitive proposals, nor is a solicitation available. Any firm that believes it can furnish the items described above is encouraged to give written notification to the Contracting Officer within 15 days of the date of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed action, based on responses to this notice, is solely within the discretion of the Government.
