Description
Jones Lang LaSalle, a Privatization Real Estate Support Services (PRESS) Contractor, acting on behalf of the Air Force Housing Privatization Program Office - San Antonio, and the Headquarters Air Force Materiel Command (AFMC) and Air Force Special Operations Command (AFSOC), anticipates the release of its Request for Proposal (RFP) for the Privatization of Military Family Housing for the Eglin Air Force Base, Hurlburt Field and Edwards Air Force Base (E-H-E) project on 8 August 2008. Jones Lang LaSalle intends to employ a one-step RFP process. In its proposal, each prospective Offeror (or Offeror team) will submit written evidence of its qualifications, experience, references and access to financial resources, financial strategy as well as a description of its technical approach to the E-H-E project as described in the RFP. Jones Lang LaSalle will evaluate proposals on the basis of evaluation criteria stated in the RFP and recommend a Highest Ranked Offeror (HRO) to the Air Force. The HRO will then begin negotiations with the Air Force and complete additional remaining submittal requirements needed for closing the real estate transaction. These additional submittal requirements are also identified in the RFP. The E-H-E project is a real estate transaction to privatize 2,620 military family housing units. The objective of this initiative is to provide quality management for the 2,620 unit housing community for a lease period of 50 years. The Government will lease the land. The existing 2,801 housing units, primary and secondary associated utility and infrastructure systems, and other improvements will convey by Quitclaim Deed to the Project Owner (PO). The Government may subsidize the project's financing as described in the RFP. The PO will obtain private sector debt and will be responsible for managing and operating the E-H-E family housing inventory for the duration of the lease. This transaction is not subject to requirements of the Federal Acquisition Regulation (FAR). The RFP will be available by 8 Aug 08 at http://www.jllpress.com. The Air Force's goal is to provide military families access to safe, quality, affordable, well-maintained housing in a community where they will choose to live. The project provides a unique opportunity for top quality firms to assist in the development, operations and financing of this family housing privatization effort.
