- The General Services Administration (GSA), Public Buildings Service (PBS) Physical Capital Asset Management Division (PGE) is seeking contractors to provide Nationwide Architectural/Engineering (A/E) and Expert Professional Services for the Childcare Center Program. The Government intends to award a minimum of 5 contracts but might award up to 8 National Indefinite Delivery - Indefinite Quality (IDIQ) contracts pursuant to procedures established by the Brooks Act and FAR Subpart 36.6, with a base year and four 1-year options, for a total of five (5) years. Of the eight potential awards, up to five awards will be awarded to Unrestricted Businesses and up to three awards will be 100% Set-Aside for Small Businesses. Each contract, whether Unrestricted or Small Business ventures would require numerous specialty consultants and subcontractors. The contracts would be nationwide in geographic scope (i.e. all States and US Territories). The Government reserves the right to make multiple awards. Market Analysis. A Sources Sought Notice (GS-10115) was published in FedBizOpps on May 16, 2008, inviting small businesses to participate in a market analysis to determine the capability and availability of small business firms to provide nationwide architectural/ engineering services for the childcare center program. A total of 22 firms responded by the closing date of June 2, 2008. As a result, it has been determined that this requirement can be partially set-aside for small businesses. Overview. In support of the approximate 110 childcare facilities under the GSA/PBS Office of Childcare, the scope of professional A/E services required for this procurement may include, but are not limited to these areas - planning, design services including interior space alterations, furnishing partial and/or complete design services that may involve all disciplines or one or more discipline support for a project or survey. This may include architectural, structural, mechanical, electrical, plumbing, fire safety engineering, landscaping and playground design, interior architecture, estimating and securing all necessary approvals, including the Office of Childcare Architect and representatives. A/E services are required for reports, investigations, planning, environmental studies, estimating and cost/pricing services, program/project development, pre-design services, design concepts, all phases of construction drawings and code reviews. Also Peer review of projects under development by other A/E firms for quality and program control (space flexibility, aesthetics/sense of place, indoor environmental control, accreditation requirements, contaminants, etc.), working drawings and specifications, construction inspection/services, construction contract services (shop drawing or materials reviews) and other related documents, all when so authorized by execution of firm fixed price task orders. Design services will include new construction, major remodeling, repair and alteration projects for our childcare facilities inventory throughout the 11 regions and central office. The firms shall incorporate energy conservation as well as integrated design sustainable principles, recycling or reuse of materials in their design philosophy. In addition, project management and inspection services and other disciplines with specialized experience shall be included on designated projects. Description of Services. The Contractors shall provide all management, supervision, labor, administrative support, materials, supplies, and equipment. The Contractors shall plan, schedule, coordinate and ensure the full, effective, efficient and economical performance and approvals of all services stated in this Statement of Work (SOW). Knowledge must include not only an expert command of childcare design principles and methods, but work performed must meet or exceed GSA Child Care Center Design Guide, PBS-140 - July 2003, National Association for the Education Of Young Children, Local Licensing guidelines and/or regulations. Involved project types will routinely include new construction, modernizations, and limited scope alterations to GSA owned/leased Childcare portfolio. Disciplines. The Government has determined the following disciplines and/or consultants might be required: Architect/Engineering, Architecture, Landscape Architecture, Interior Design, Structural and Civil, MEP, Fire Safety Engineering, Security, Kitchen Design, Property Management, Construction Management, Value Engineering, and Cost Estimating. Required Skills. Team members must be able to use computer-based tools typically associated with GSA projects: All Contractor team members must be proficient in the Microsoft Windows Professional suite of software applications. Maintained familiarity with GSA's Project Planning Tools (PPT) website (www.projectplanningtools.org) is essential. Expertise must also be available in Computer Aided Design (CAD) software, including 3D and 4D applications, which could involve quantity take-offs, performance analyses, and the application of Building Information Models. Architecture and Engineering (A/E) Services require performance by licensed architects and/or registered engineers or their employees. Deliverables. The Contractor shall be able to provide the following deliverables: Criteria Development Services. Design criteria will be issued under the master contract. These criteria will detail the work and performance period for each task order. The Contractor may be tasked to assist/develop GSA program of requirements for a Center, childcare design standards, guidelines, and computer-based tools related to planning, design and construction services. (Examples of possible criteria documents include assisting in the revision of the "GSA Childcare Design Guide") Planning Stage (Pre-Design) Services. The Contractor must be able to perform the following types of project development (planning) services, Feasibility Studies (preliminary planning project alternative assessments), Program Development Studies (design programming: prepare or assist the regional Childcare program specialist with Programming), Building Engineering Reports (existing conditions studies), Master Plan Assessments, Planning Stage Value Engineering, Site Selection Studies, Historic Preservation Plans, Energy Conservation Audits, Fire Safety Assessments, Environmental Assessment. Associated with these services, the Contractor may be required to offer a variety of diagnostic testing services (e.g., acoustic - performance, lighting quality, air/water conditions, and contaminant level measurements). Design Phase Services. Design shall be in accordance with GSA quality standards and requirements. As required by law, all facilities will meet Federal Energy Goals and security requirements and the facility will be designed in metric units. All new facility designs will be LEED certified, and shall be designed to meet the Silver standard as defined in the U.S. Green Buildings Council's Leadership in Energy and Environmental Design (LEED) Green Building Rating System™ to the extent the budget allows. Thought should be given to the most appropriate and cost effective construction materials; and design, construction, and delivery methods suitable to the project and the Childcare Program mission. The Contractor must be able to prepare or participate in design Workshops, develop Initial concept(s) design and recommendations defining the design approach. Develop or review all phases of design and architecture/engineering plans and/or playground/site plans, provide design reviews (Owner's, Code and licensing/accreditation, and Constructability), develop and conduct concept/design-development services. - Additional expertise might be required to prepare or review the interior design and/or playground design on designated projects, outline specifications, preliminary cost estimate, or material submittals and finish schedule. Prepare the Final Design Documents (100%). Submittal of final design and construction drawings, specifications, and cost estimate. The selected A/E firms may be required to provide design services that include alternative concepts or review design solutions/contract documents of existing or on - going projects. The selected A/E firms may be required to participate in peer review processes. A/E's may be required to develop playground designs, and the Government reserves the right to go back to the architects to modify and site adapt for any and all locations throughout the life of the contract. All facilities will be designed in metric units with American units in parenthesis, if allowed. Construction/Turnover Stage. The selected A/E firms must be able to provide management and inspection services associated with Construction Management services as characterized by the Construction Management Association of America (CMAA). In accordance with FAR Part 36.209, contractors awarded orders under these contracts will engage in construction management only and will not be permitted to engage in any construction efforts for work that they designed under this contract absent receipt of approval of the head of the agency or authorized representative. This same restriction will also apply to contractor subsidiaries or affiliates that engaged in design of the child care facilities. Location. The GSA locations are: Region 1 - New England, Boston, MA; Region 2 - Northeast & Caribbean, New York, NY: Region 3 - Mid-Atlanta, Philadelphia, PA; Region 4 - Southeast-Sunbelt, Atlanta, GA; Region 5 - Great Lakes, Chicago, IL; Region 6 - The Heartland, Kansas City, MO; Region 7 - Greater Southwest, Fort Worth, TX; Region 8 - Rocky Mountain, Denver, CO; Region 9 - Pacific Rim, San Francisco, CA; Region 10 - Northwest/Arctic, Auburn, WA; Region 11 - National Capital, Washington, DC; and Central Office, Washington, DC. Performance Period. The contract performance period is for a 12-month base year with four one-year options, for total possible contract duration of five (5) years. Performance shall commence upon issuance of a Notice to Proceed following award of the contracts, and issuance of individual Task Orders for specific projects/tasks. Issuance of Task Orders. GSA/PBS intends to make multiple awards based on geographical location. Upon award, fixed-price task orders will be issued against the contracts using the GSA Form 300. When issuing a task order, the Contracting Officer will send a task order request to the contractor(s) with a project specific Statement of Work of tasks to be performed. Evaluation criteria shall also be included in the task order request, if necessary. The Contractors will submit qualifications and fee proposals in order to be selected for task order awards. When applicable, the Fair Opportunities Procedures under FAR Part 16.505 will be implemented. All competitive requirements will be competed using the Brooks Act procedures under FAR Part 36.6. Evaluation Factors for Award. The evaluation factors for award are under the Brooks Act, such as Experience/Qualifications, Knowledge/Skills, Past Performance, and Management/ Organization. All competing firms shall use the Standard Form 330. The contractor will be evaluated for selection based on the evaluation criteria below: Factor 1: Firm's Professional Qualifications, Experience and Past Performance 15% Subfactor A (10%): A/E Firm's registrations, licenses and other professional affiliations or accreditations necessary for satisfactory performance of child-care facility architecture, engineering, design and sustainability. Experience in sustainable design, energy conservation, waste reduction, and the use of recovered materials. Firm's past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, capacity to accomplish the work in the required time and compliance with performance schedules and applicable standards. Team members must be able to use computer-based tools typically associated with GSA projects: Contractor team members must be proficient in the Microsoft Windows Professional suite of software applications. Maintained familiarity with GSA's Project Planning Tools (PPT) website (www.projectplanningtools.org) is essential. Expertise must also be available in Computer Aided Design (CAD) software, including 3D and 4D applications, which could involve quantity take-offs, performance analyses, and the application of Building Information Models. Subfactor B (5%): Summarize, in narrative form, the firm's track record in meeting the needs of at least 3 previous clients, preferably Governmental, Educational, or Institutional, with regard to performance schedules and level of services required. Identify the firm's quality control plan set-in place to guarantee development, review, and delivery of acceptable products. Address, in narrative form the firms experience in providing new construction, modernizations, and limited scope alterations to facilities similar to GSA owned/leased Childcare portfolio. Factor 2:The A/E Firm's child care portfolio 20% Subfactor A (10%): Specialized experience and technical competence with childcare projects, of similar size (approximate 10,000 SF and under) and complexity. Experience with new construction, modernizations, and limited scope alterations similar to GSA owned/leased Childcare portfolio. Subfactor B (10%): As demonstrated in submission of three but not more than five similarly scoped projects completed in the last ten years (maximum of five pages per project). Accompanying narrative shall: address the design approach with salient features for each project and discuss how the client's program, function, image, mission, economic, schedule, and operational objectives were satisfied by the overall design/planning solution; including sustainability, environmentally appropriate solutions; address the relevance of submitted projects to this project; and provide a client reference contact for each project, including name, title, address, email, phone, and fax numbers. A representative floor plan, a building section and a minimum of two photographs must be included for each project. Knowledge must include an expert command of childcare design principles and methods and working knowledge of GSA Child Care Center Design Guide, PBS-140 - July 2003, National Association for the Education Of Young Children, Local Licensing guidelines and/or regulations. Factor 3: Consultant Team's Qualifications and Experience 20% (Evaluated based on a review of project team's resumes) Subfactor A (10%): Compatibility of the team's previous working experience with the Architect's previous working experience. The team demonstrates that it has ability to integrate current technologies, involving architectural, civil, structural, mechanical, electrical, interior, space planning, fire protection and life safety, hazardous materials, sustainability and security. Subfactor B (10%): Summarize the qualifications, professional designation, education, and other significant background information for the key members of the team. For all key personnel, identify the anticipated duties of the person as full-time or part-time, and identify the person as an employee of the A/E firm or as an employee of a consulting firm. Factor 4: Lead Designer's Specialized Experience & Technical Competence 20% Subfactor A (10%): Lead Designer's specialized experience and technical competence as stated in examples of projects and narrative in the Lead Designer's words, (maximum of two typewritten pages) stating his/her design philosophy and the parameters he/she will apply to the challenges of: designing limited scope childcare projects for major public facilities; meeting federal standards and codes, the GSA Child Care Design Guide and knowledge of early childhood didactic developments; addressing concerns and responsiveness to various stakeholders, addressing sustainable design goals of construction waste management, energy efficiency, and environmental responsibility pertinent to children; managing work in occupied buildings; and integrating new design into existing systems and infrastructure. Subfactor B (10%): Knowledge must include expert command of childcare design principles and methods, and working knowledge of GSA Child Care Center Design Guide, PBS-140 - July 2003, National Association for the Education Of Young Children, Local Licensing guidelines and/or regulations demonstrating an ability to meet or exceed these guidelines and regulations. Factor 5: Capabilities of Firm 10% The firm demonstrates a pro-active effort to achieve the stated subcontracting goals with respect to the level of small, disadvantaged, and women-owned business concern participation in the performance of the contract. The location(s) of team offices, sufficient staff and technical resources available, not committed to other contracts, demonstrates the firm's capability to undertake and accomplish the work required under this contract in the time frames required by GSA. Factor 6: Geographical Location 15% Prime Contractor demonstrates that it has the ability to provide the services described in the statement of work at the national level. Prime Contractor demonstrates that it has the ability to provide renovation, design, development and other professional services for the Childcare Centers as the Prime Contractor and through teaming arrangements at GSA Central Office and the 11 Regions. Prime Contractor demonstrates that it can provide personnel nationwide by providing the availability of the team's personnel nationwide. The GSA locations are: Region 1 - New England, Boston, MA; Region 2 - Northeast & Caribbean, New York, NY; Region 3 - Mid-Atlanta, Philadelphia, PA; Region 4 - Southeast-Sunbelt, Atlanta, GA; Region 5 - Great Lakes, Chicago, IL; Region 6 - The Heartland, Kansas City, MO; Region 7 - Greater Southwest, Fort Worth, TX; Region 8 - Rocky Mountain, Denver, CO; Region 9 - Pacific Rim, San Francisco, CA; Region 10 - Northwest/Arctic, Auburn, WA; Region 11 - National Capital, Washington, DC; and Central Office, Washington, DC. Prime Contractor demonstrates that it is located in the general geographic area of the project and that the prime contractor or its subcontractors who will be performing at that site have knowledge of the locality of the project. The evaluation factors are in descending order of importance. If selected for an interview, the Firm shall be prepared to discuss all aspects of the Evaluation Criteria indicated above. The interviews will involve discussions on project concepts and their methods of furnishing the required services. In addition to the above, the contractor will be required to demonstrate their management approach and teaming arrangements/approach to perform services on a national level to provide childcare services to Central Office and the 11 Regions. Geographical location will receive a high ranking/score during Phase II of the selection process. Due to the nature of this project, strong oral and written communications will be evaluated in each subfactor above. Business Size Standard. This is a Partial Small Business Set-Aside. GSA, PBS will set-aside up three (3) contracts as 100% total small business set aside. GSA will evaluate small business set-aside offers using the evaluation factors referenced above. NAICS Code. The Primary NAICS Code is 541310, Architectural Services (For small business purposes: $4.5M in annual gross receipts for a period of three years). Submitting firms must indicate their size status and that of their sub-consultants. Large Business firms are reminded that the successful firm will be expected to place subcontracts to the maximum extent practical with small, small disadvantaged, and small woman-owned firms as part of their original submitted team. Before award of the contract, the Firm (if not small business of $4.5M gross average, see NAICS Code) shall be required to present an acceptable Small Business and Small Disadvantaged Business Subcontracting Plan in accordance with Public Law 95-507. As part of its commitment to socioeconomic initiatives of the U.S. General Services Administration, Public Buildings Service has established for fiscal 2008 subcontracting goals of 37% for small business, 6% for total small disadvantaged businesses (SDB), 5% for woman-owned, 3% for HUBZone, 3% for service-disabled veteran-owned and 5% for veteran-owned. Guaranteed Minimum. The Guaranteed Minimum Order amount for each contract is $1,000 for the base year. Maximum Order Limitation (MOL). Each IDIQ contract is expected to have a %2.0 million per year maximum order limitation for a period of five years totaling $10.0 million per contract Maximum Order Limitation (MOL). (Annual MOLs may carry over to the next year) Award of a Contract is contingent upon a successful audit and negotiation of labor rates and overhead and profit allowances. Task orders are subject to the fund availability at the time of award of the task order. The contracts to be awarded hereunder are procured under the Brooks Architect-Engineers Act of 1972 (Pubic Law 92-582) and FAR Part 36.6. Submission of Qualifications. Firms having the capabilities to perform the services described in this announcement are invited to respond by submitting a completed Standard Form 330 - Architect - Engineer Qualifications on or before 12:00 pm Eastern Daylight Time on Friday, September 5, 2008.
