- This proposed procurement is unrestricted. The NAICS assigned for this procurement is 541611. The performance period is for a base period of one (1) year with four one (1) year options. There will be one Firm Fixed Priced Indefinite Delivery/Indefinite Quantity (ID/IQ) type contract awarded under this solicitation. The contractor will be responsible for providing the following services: The contractor will provide analytical services and support for the management capabilities and efficiencies of the Army for privatization and partnership initiatives, with specific emphasis on privatization, partnership, and/or other strategic sourcing programs. Explore opportunities to expand and negotiate privatization, partnerships, and other strategic sourcing business initiatives such as, energy, municipal services, historic properties adaptive reuse and other similar initiatives to implement better business practices. Provide consulting and support services to the Armys Privatization and Partnership Programs. The solicitation requires separate technical and cost proposals as well as subcontracting plan evaluation for large business offerors, to be evaluated on the basis of best value. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. As a minimum, technical evaluation criteria will include Management, Technical Capabilities, and Past Performance. You must be registered with the Central Contractor Registration Database (CCR) to receive a government contract award. You may register with the CCR at http://www.ccr.gov/. In order to register, each contractor must have a valid Dun & Bradstreet Number and Cage Code Number assigned for the specific location being registered in the CCR. Registered plan holders will be provided the solicitation. All of the US Army Baltimore District solicitation documents are considered sensitive but unclassified. This solicitation is scheduled to be issued on or about 19 August 2008 with proposals due on or about 19 September 2008. It is imperative that all small disadvantaged businesses contact their cognizant Small Business Administration Office to obtain Small Disadvantaged Business Certification. Without SBA SDB certification, a prime contractor nor a federal agency can receive SDB credit when utilizing non-certified SDB contractors/subcontractors.
