Description
The Naval Air Systems Command (NAVAIR) intends to issue orders for supplies and services under an existing Basic Ordering Agreement (BOA) N00019-05-G-0026 to McDonnell Douglas Corporation (MDC), a wholly owned subsidiary of The Boeing Company on a sole source basis. MDC is the designer, developer, and sole source integrator of the T-45 Training System (T-45TS), and is the only known source with the experience and technical data necessary for the performance of these efforts. Orders under this BOA will support the T-45TS and all variants of the T-45. The requirements may include a wide scope of non-recurring engineering and recurring tasks including development of engineering change proposals for retrofit into the aircraft to make performance, safety, reliability, maintainability, life, and operational readiness improvements or to resolve issues for aircraft, assemblies, components, and parts; development of installation, removal, and maintenance procedures including technical publications and directives; flight test maintenance support; installation equipment; validation/verification of technical directives, technical publications, and removal, installation or troubleshooting procedures; manufacture and/or installation of retrofit kits; validation/verification of kits; engineering investigations; mishap repair surveys; service life assessments; service life extensions; purchase of data packages; computer software; technical data; logistics; spares; management, engineering and/or technical support; design interface assessments; flight operation support for testing modified aircraft; feasibility, integration, interoperability, materials and properties; interchangeability; analysis of alternatives or requirements, studies or assessments, and recommendations; integration efforts; test plans; laboratory simulations; hardware; aircraft modifications; calibration and measurements analysis; configuration management; installation; ground, wind tunnel, antenna, fatigue, flying qualities, dynamic and static loads, materials, and performance capabilities tests; analysis; maintainability concepts; data collection, processing and/or data analysis; production line transition and shutdown analysis, tool/property disposition, inspection, refurbishment, preservation/packaging and obsolescence analyses; Diminishing Manufacturing Sources and Material Shortages support; and efforts related to Government Furnished Equipment (GFE), supply support and support equipment. The requirements may include a wide scope of tasks related to the T45TS a) production line transition and production shutdown; b) Hot Section Reliability Improvement Program (HSRIP); c) Required Avionics Modernization Program (RAMP); d) Virtual Mission Training System (VMTS); e) Structural Life Assessment Program (SLAP); and f) associated ECPs improving the safety, reliability and affordability of the T-45. These contract actions may also include the development of associated technical, administrative and financial data; the design, manufacture, assembly, installation, test or modification of breadboards and/or prototypes, tooling, ground support equipment, and test equipment; engineering or maintenance support of systems or components undergoing evaluation and/or qualification support; and recommendations on practicality and/or desirability, supportability, maintainability, and effect on performance of potential changes.
