- This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service, Fish Ecology Division located in Seattle, WA on a sole source basis with University of Washington, Climate Impacts Group. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor shall expand upon existing models, developed by the Climate Impacts Group at the University of Washington, to develop a detailed hydrological model of the Columbia River basin. The Contractor shall also provide model output during various stages of model development. Specific tasks include: Task I. Use existing models to provide preliminary estimates of water flow in the Wenatchee and Salmon River basins under several climate change scenarios. Task II. Expand existing hydrological models, developed by the Climate Impacts Group at the University of Washington, to cover finer spatial resolutions and to include water temperature. Task III. Provide model output, upon request, of predictions of water flow and water temperature, under current conditions and under scenarios of climate change, in tributaries throughout the Columbia River basin and in the impounded regions of the Snake and Columbia Rivers. Proposed project requires intimate knowledge of climate models, hydrological models and Columbia River basin. It also involves expanding upon models and acquire data previously developed by and currently housed at the University of Washington Climate Impact Group. The government intends to negotiate a firm- fixed price contract with a period of performance that will start from date of award and ends Sept 30, 2009. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of publication of this synopsis will be considered by the government. This is a small purchase action estimated value not to exceed $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
