- SCOPE OF WORK - Contractor is to provide all contract work force and equipment required to perform specified facility mowing services at Town Bluff Lake Project Office. Contractor’s work and responsibility shall include, but not be limited to, administration, quality control and management necessary to accomplish the required specified services. Contractor shall assure that all work is accomplished in accordance with the contract, all applicable laws, municipal codes, regulations and/or written directives issued by the Contracting Officer. INTENT – This is a facility mowing contract, at Town Bluff Lake. This includes providing personnel, equipment, vehicles, fuel, materials, supplies supervision and quality control necessary to perform the various services as described herein. FREQUENCY OF SERVICE – Complete mowing of all park facilities are required to begin no earlier than 22 September 08, with completion no later than 21 September 09. Frequency of additional mowing services will depend on the need for mowing, in any given area, as determined by the Contracting Officers Representative (COR) or his representative. An order for services may include all or part of the contractor’s area of responsibility. NOTE: It may become necessary at any time during the duration of this contract for the Contracting Officer to close any park or portion of a park and delete any subsequent service for the closed park or area. No adjustment of the unit price will be made for any variation of the estimate. PREFERRED SEQUENCE FOR WORK SCHEDULES – The COR shall provide the contractor with a preferred sequence, or order of parks and/or areas on which work is to be accomplished. The contractor will then be required to submit a work schedule for facility mowing services on the lake, and approximate times for beginning and ending of each mowing listed by parks or areas. The schedule must be submitted before work begins. This schedule is extremely important as it controls the time at which the quality assurance inspections are performed, ensuring that said inspections are done only after the required mowing service has been completed. Any variation or unforeseen change, such as being ahead or behind the approved schedule, must be reported to the COR immediately by fax or in person during normal business hours as set in the Workday paragraph herein. Any proposed change to an approved schedule must be submitted in writing in advance of actual schedule changes. WORKDAY – Normal working hours for the contractor shall be between the hours of 8:00 a.m. to 4:00 p.m., Monday through Friday, except as specifically approved in advance by the COR. Major Federal holidays during the recreation season (1 April – 30 Sept) shall be observed by the contractor and no work on site will be permitted except in extreme cases and after specific approval by the COR. See Part B for major Federal holidays and check with the Project Office for specific days that holidays are observed each year. TYPICAL UNIT DRAWINGS – Typical drawings are not to scale, nor are they intended to depict all facilities. Each unit varies considerably in structure, design, and size. Therefore, typical drawings are included for general information purposes only. PERMITS – The contractor shall, without additional expense to the Government, be responsible for obtaining any necessary license, permits and letters of certifications. The Contractor shall comply with any applicable Federal, State, County and Municipal laws, codes and regulations in connection with the performance of the work specified under this contract. AWARD OF OTHER CONTRACTS – The services provided under this contract shall be independent of all services provided under other contracts, at this project or any other project, at which the contractor may receive award. SAFETY REQUIREMENTS – The contractor shall develop and submit a written detailed safety plan within fifteen (15) calendar days after award and prior to beginning work. This plan must indicate in detail the general policies and procedures for the safe operation in the accomplishment of this contract. The plan shall show how the contractor intends to perform services in full compliance with the safety requirements set forth in EM 385-1-1, entitled “Safety and Health Requirements Manual”, November 2003, copies of which will be furnished to the contractor at the pre work meeting.
