- Description
- The Technology Applications Program Office (TAPO) is seeking a light weight replacement for the heavy steel Ballistic Protection System (BPS) currently used on its rotary wing aircraft. As a result, TAPO has the requirement to conduct a second round of live fire tests on readily available aircraft armor panels (ballistic protection). These systems should encompass the gamut of light weight ballistic protection to meet the objective and threshold requirements below. Those firms who would like to participate in these live fire tests are invited to provide six 8” x 8” (eight-inch-square) panels at no cost to the government for the government’s use in the test. Ballistic performance tests will be carried out using the following criteria: • Range/ Obliquity - 100 meters stand-off and zero obliquity (100m, 0 Deg); • Ballistic Protection - Threshold: 7.62mm x 39 API Type 56, Objective: 7.62mm x 63 AP M2. An additional objective is repeatability, and firms may separately provide an additional 1’ x 1’ (one-foot-square) panel designed for multiple hits for evaluation using the following criteria: • Repeatability - 2 rounds within a 3” diameter. The armor should be in its deployable state (i.e. have any and all coatings typically used when in normal operation in a combat environment) and at an Areal weight with a Mass Efficiency (ME) of 3 or greater, as compared to Rolled Homogeneous Armor (RHA). TAPO is ultimately concerned with armor performance and weight, however armor deformation, maintainability/repairability, cost, fit, and ease of installation/removal will are relevant factors. Mark your panels with appropriate markings to reflect supplier, type of material, armor fabrication, and intended design requirement for that panel (i.e. threshold or objective round). Firms may provide additional armor designs to meet specific AOBPS requirements identified above. Firms will only be provided the results from their own ballistic panel test event and will not have access to another firm’s result. This is a Government only test event and participating firms cannot witness the test. Additionally the Government requests the written composition of the armor panel to determine if any material or environmental concerns exist. These details will be maintained by the Government and will not be shared with other firms. The Government conducted live fire test shall occur in late September 2008. Each firm’s panels must be delivered no later than 15 Sep 08. Participating firms will be required to complete a written agreement that testing is at no cost or obligation to the Government. Eligibility Information: The Government test results are technical data that are subject to export control. In accordance with established policy and procedures for the dissemination and withholding of technical data that disclose export controlled technical data, participants need to be enterprises certified via DD Form 2345 to obtain export controlled technical data.
