- This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items. This announcement constitutes the only solicitation; a Request for Quotation (RFQ) is being requested and a written solicitation will not be issued. The Solicitation number is N00244-08-T-0599. The RFQ and incorporated provisions and clauses are those in effect through FAR FAC 2005-26 and DFARS-DCN 20080513. This solicitation is issued as restricted. NAICS Code 336399 is applicable and business size is 500 employees. The following material is required: SECTION A: *********************************************************************************Line Item 0001: DIVE BUS REFURBISHMENT Line Item 0002: PARTS (1) Group Line Item 0003: LABOR Government Delivery Requirements: The Government requires all material to be delivered and installed by September 30, 2008. Contractors must provide an accurate and realistic delivery schedule based on information from the Manufacturer that they will obtain the item from. All transportation charges to be paid by the contractor without additional expense to the Government. Inspection and acceptance will be made at Destination by the Government. Delivery will be made to the SWRMC, San Diego, CA 92136-5299 Post Award Contract Administration will be performed by FISCSD, Code 240. Payment: The US Navy anticipates using Wide Area Workflow (WAWF) to pay invoices IAW DFAR 252.232-7003 and NAVSUP clause 5252.232-9402. Required clauses/provisions that are not submitted may render an offer not to be accepted by the Government. SECTION B: ****************************************************************************** FAR 52.212-1, Instructions to Offerors Commercial ItemsNOTE: This provision must be reviewed completely. It contains the guidelines for submission of your quotation. Addendum to FAR 52.212-1 None; SECTION C: ******************************************************************************FAR 52.212-2 Evaluation of Commercial Items; (a) The Government intends to make (3) Firm Fixed Price Requirements multiple award contracts resulting from this solicitation to the responsible offerors whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate the quotation: (i)Technical quality of supplies and contractors ability to provide a cost breakdown for materials required for this project. Provide number of hours required for each labor category to accomplish the scope of work. Provide standard industry name of labor catgory (ies) to be utilized in refurbishment of this bus. Provide the current hourly labor rate for each category. Quality of supplies: To be determined technically acceptable, the contractor must furnish information, e.g.: descriptive literature that provides sufficient technical information for the products being offered to be evaluated by the Government. Data must be submitted in accordance with FAR 52.212-1(b)(4). Provide information in an electronic (pdf preferred) if possible. (ii) Pricing: Contractors shall provide unit pricing for the CLINS under this solicitation. Pricing will be evaluated and it is anticipated that award will be made to the overall lowest priced offer. Factor (i) Technical Capability is considered more important than Price. Contractors offers that meet Factor (i) will be evaluated under Factor (ii). The Contracting Officers award decision will be made based on the ability of a contractor to meet the evaluation criteria set forth in this RFQ. Quotations which take exception and do not meet the Governments requirement may be determined to be unacceptable and not considered for award. At the discretion of the Contracting Officer, the Government intends to evaluate quotations without discussions and award Firm Fixed Price contracts. Each initial offer should, therefore contain the contractors best terms from technical, delivery and pricing standpoint.
