Description
The Pacific Northwest Forest & Range Experiment Station, Olympia, Washington, intends to acquire by contract a new potable water system for the Olympia Forestry Sciences Laboratory including: (1) drill a new potable well; (2) install a new submersible water pump, pump controls, and water pipe to the building’s mechanical room; (3) install new potable water pipes in the building; (4) install new instant hot water heaters; and (5) construct new HVAC cooling water absorption field (drain field) and connect to existing HVAC drywell. The government will proceed to issue a Request for Proposal (RFP) solicitation, under FAR Part 12, restricted to small business concerns. Offerors will be evaluated on price, experience, and past performance. Contract award will be to the offeror whose offer, conforming to the solicitation, is the best value to the government. The government estimated price is between $100,000 and $250,000. The project is located at the Pacific Northwest Forest & Range Experiment Station, Forestry Sciences Laboratory, 3625 – 93rd Avenue S.W., Olympia, Washington. On I-5, south of Olympia, take exit #99 to 93rd Avenue. Head west one mile to the Olympia Laboratory. The performance period is 120 calendar days after receiving the Notice to Proceed. Bid bond, performance and payment bonds are required for this project. Davis-Bacon wage rates apply to this solicitation and any resulting contract. The proposed contract-type is firm-fixed price. This solicitation will be available on, or about, AUG. 15, 2008. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
