FISC San Diego is announcing its intent to issue a Request for Quote (RFQ) for Commander Third Fleet.This announcement is published as a Total Small Business Small Business Set-Aside action per FAR 52.219-1 and 52.219-6; (this means you must be a small business, quoting the product of a small-business manufacturer). This procurement is restricted; all responsible sources may submit an offer. This is a synopsis for commercial supplies/services prepared in accordance with FAR 13 and the format in FAR subpart 12.6, as supplemented with additional information included in this notice. A separate written solicitation will be issued upon request. Solicitation number RFQ N00244-08-T-0579 applies; an electronic copy of the RFQ can be accessed at http://www.neco.navy.mil. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-15 and Defense acquisition Circular 91-13. The standard industrial code is 3730All supplies/services are to be delivered: FOB Dest to Commander Third Fleet 53690 Tomahawk Drive San Diego, CA 92147. Acceptance shall be made at destination. Agency needs the following : Modification of C3F Barge 13mPE9901 STATEMENT OF WORK SECTION 1.0 - TITLE: Accomplish engineering services and industrial efforts to modify the aft cabin of 13mPE9901. Modifications to include removal of the cabin top and provide new seating up to a level no higher than the existing coxswain flat. Install accesses to bilge area for accessing batteries, hoisting fittings and steering system. Remove and relocate lighting and remove fans. SECTION 2.0 - SCOPE OF WORK: 2.1Provide a detailed work and delivery schedule prior to work commencement. Schedule shall outline the accomplishing SECTION 3.0.2.2Contractor shall be responsible for all services involved with transporting boat to and from work facility. Boat is currently in San Diego, California at Naval Base Point Loma and can be driven to local waterfront contractor facilities. Point of contact is COMTHIRDFLT LCDR Miguel Fouts 619-767-4213. SECTION 3.0 STATEMENT OF WORK: 3.1Prior to modifications of boat, contractor must perform deck load strength analysis. Electrical load analysis to be performed for additional circuits added not specified in SECTION 4.0 drawing 5106477. Provide weight and moment calculations, deck drain and pipe size calculations, etc. Boat modification drawings, along with the calculations, must be accomplished and provided to NAVSEA, government technical point of contact, (paragraph 8.0) for approval before starting any boat modifications as described herein.3.2Establish secure worksite for boat. This includes any dry dock provisions and staging as applicable.3.3Remove all loose items and turn over to boat custodian. Loose items include any personal items, carpeting, seat cushions, life jackets, flag, and all loose items listed in S9008-CP-BIB-010, Table 8.1 as applicable. All items removed herein shall be turned over to boat custodian for final deposition.3.4Ensure battery disconnect switches are in the off position and all electrical circuits affected by this change are de-energized and tagged-out prior to commencing work. This includes aft cabin lights and fans. 3.5Remove all equipment associated with the aft cabin, which might include fire extinguishers, lights, fans, light switch, electrical connection box, boat hooks, rails on top of cabin, associated boat hook mounts and all associated hardware. All local cables to be coiled and stowed temporarily and all cables back to associated panels to be coiled back to the panels temporarily. Remove incidental items in way of boat modifications.3.6Prepare area to start work, including protecting areas of the boat that will not be changed.3.7Remove all aft cabin windows and turn over to boat custodian.3.8Remove the bulkhead and door on the forward side of the aft cabin. Cut off aft cabin top.3.9Add/install new deck drain/overboard discharge system.3.10Add new deck (approx 70 sq. ft.), including any supports and scantlings. The new deck can be made from marine plywood covered in fiberglass or PVC core covered on both sides. Deck system shall support necessary loading of personnel. New deck shall match coxswains flat area. All fasteners used in conversion shall be 316 stainless. New deck must allow access to boat hoisting fitting, provide 19 x 28 access (minimum) Freeman type hatches or equal. Validate working position of boat hoisting sling, no interferences allowed, correct interferences found and revalidate. Provide access through aft seating area to the steering system and fuel tanks, demonstrate access allows adequate maintenance envelope. Pivot engine space fire extinguisher 90 degrees and provide access to fire extinguisher discharge handle.3.11Ensure new deck is protected from further work and changes.Patch window openings IAW T9008-B4-MAN-010 INSPECTION AND REPAIR MANUAL FOR FIBER REINFORCED PLASTIC BOATS & CRAFT. Laminate schedule shall be equal to the remaining cabin as referenced in drawing 5106474 (General Arrangement and Construction Details)3.12Provide a table with folding leaves four feet long and wide enough to accommodate new seating. Table shall be made of mahogany with 316 stainless steel hardware and be easily removable for access below the deck.3.13Add trim to top of aft cabin bulkheads and around seats. Trim shall be teak. Approx 75 linear feet of trim. 3.14Install new seating in U shaped configuration around perimeter (approx 26 linear feet) of aft cabin area open to the coxswains flat. Seating can be fabricated from marine grade plywood covered in fiberglass or fiberglass. Cushions should be of similar material as the ones that were removed. Install accesses for life jacket stowage under seats, boat custodian will determine quantity.3.15For any/all outfit items and furnishings not listed, refer to S9008-CP-BIB-010 for requirements.3.16Provide adequate stowage for boat hooks.3.17Install new sets of stainless steel canopy bows and stainless steel sockets. Use drawing 5106475 (Miscellaneous Details) for socket and canopy bow details.3.18 Allow 7 feet of head room for new canopy. Approximately 100 sq/ft of additional new canopy with side curtains is required.3.19Install additional or replacement canopy. Material to be of similar type that exists over the coxswains station.3.20Install all loose items and equipment, cabling, including all associated hardware previously removed (paragraph 3.3) as required by S9008-CP-BIB-010 and the boat custodian.3.21Add new deck lighting system to replace previous overhead cabin lighting. Relocate speakers in aft cabin into seat faces.3.22For any equipment that impacts the boats power either added new or upgraded from previous existing equipment, a review and revision of power load analysis shall be performed. (If changed from original design submitted to NAVSEA as stated in paragraph 3.1).3.23Perform two (2) point lift scale weighing to determine new weight and LCG. Report data to the NAVSEA TPOC in SECTION 8.0.3.24Develop new hoist sling arrangement and provide new sling assembly based on data from paragraph 3.22, TBD by NAVSEA TPOC in SECTION 8.0. 3.25Adjust hoisting slings to match modified conditions if new sling assemblies are not required.3.26Paint all repaired or damaged areas caused by this change in accordance withS9086-TX-STM-010/Chapter 583, section 10.3.27Perform waterborne trials with NAVSEA government representative to witness trim and stability performance.
