- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information in the notices. This is a firm-fixed-price/level-of-effort (FFP/LOE) contract. The ceiling amount is $125,000.00, of which $10,000.00 is allocated for travel costs. The expected level-of-effort required for completion of the contract is 1,880 hours within one calendar year. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. The North American Industry Classification System (NAICS) code for this acquisition is 921190. Solicitation number DOL089RP20599 is issued as a Request for Proposal (RFP) for Advisory and Assistance Services for the U.S. Department of Labor/Bureau of International Labor Affairs/Office of Child Labor, Forced Labor and Human Trafficking. USDOL/ILAB/OCFT is seeking qualified individual(s) to lead and conduct activities in the following: Task 1: Provide expert advice and training regarding the project level attestation engagement process and ILO external audits to OCFT staff, including guidance regarding attestation engagement and audit procedures, reporting and resolution. Sub-tasks: (1) The contractor shall provide expert written advice on project level attestation engagements, ILO External Auditors’ terms of reference, reporting and findings, and audit resolution issues. (2) The contractor shall develop and deliver a training program for OCFT personnel with responsibility for reviewing independent external attestation engagement procedures, reports and resolution documents. At a minimum, the contractor shall include the following components. (a) Contractual frameworks for project level cooperative agreement and contract attestation engagements; (b) OCFT audit terms of reference and guides for project level audit/attestation engagements; (c) Procedures for planning and conducting project level audit/attestation engagements; and (d) OCFT review and resolution process for project level attestation engagements. (3) The contractor shall review and analyze attestation engagement reports issued by OCFT’s contracted certified public accounting firm, and evaluate the quality of the reports. The contractor shall submit written comments regarding issues requiring clarification from the attestation engagement reports, as well as provide expert guidance to OCFT on how to best address problems that are identified in these reports. (4) The contractor shall review and analyze audit reports issued by the ILO’s external auditor, and evaluate the quality of the reports. The contractor shall submit written comments regarding issues requiring clarification from these external audit reports, as well as provide expert guidance to OCFT on how to best address problems that are identified in these reports. (5) The contractor shall review and analyze audit resolution documents issued as a result of attestation engagements and ILO external audits. The contractor shall submit written comments regarding the proposed corrective actions required as a result of attestation engagement and external audit reports, as well as provide expert guidance to OCFT on the audit resolution process. (6) The contractor shall participate in attestation engagement, audit and performance management meetings and provide briefings to OCFT personnel on issues related to meetings. Task 2: Provide expert advice, training, and support regarding the introduction of project level Accountability Reviews. Sub-tasks: (1) The contractor shall review and provide expert advice on the guide for Accountability Reviews to be undertaken by OCFT staff, prior to and following the pilot reviews. (2) The contractor shall participate in up to two field trips to project sites abroad to test the Accountability Review Guide and the overall approach to the reviews. The contractor shall review background project materials and interview key OCFT and grantee staff prior to travel. (3) The contractor shall review and provide expert advice on Accountability Review reports following the pilot reviews. (4) The contractor shall deliver training to OCFT personnel on the Accountability Reviews, focusing on procedures to conduct project level Accountability Reviews that test compliance and validity of GPRA performance data. (5) The contractor shall revise the Accountability Review guide after the completion of the field trips identified above, taking into consideration lessons learned while conducting the field trips. Task 3: Provide expert advice regarding Government Performance and Results Act performance data target setting and analysis. Expert advice may also be required on questions relating to the evaluation of OCFT programs and other issues related to preparation for OCFT’s assessment under the Office of Management and Budget’s (OMB) Program Assessment Rating Tool (PART). Sub-tasks: (1) The contractor shall provide expert written advice regarding Government Performance and Results Act efficiency measures and performance data targets. (2) The contractor shall review materials related to the methodology of carrying out an evaluation of OCFT programs and other issues related to preparation for OMB’s PART review. OUTPUTS: In rendering the aforementioned services, outputs may take the form of information, advice, opinions, alternatives, analyses, evaluations, recommendations, training and/or services to complement the Government’s technical expertise in accomplishing its mission. The nature of this work will at times require the contractor be capable of quick response to stringent deadlines. TRAVEL REQUIREMENTS: International travel conducted under this contract will adhere to U.S. Government travel rules and regulations. USDOL will communicate with U.S. Embassies abroad to help expedite the issuing of U.S. visas. All travelers shall submit finalized travel details to the relevant ILAB/OCFT Project Officer no later than 4 weeks prior to the desired departure date. If any major holiday occurs during those 4 weeks, travelers should submit finalized details earlier. SELECTION OF OFFEROR for contract award will be based on the evaluation of proposals against the following factors: 1) relevant experience; 2) qualifications; and 3) price. Award shall be a Best Value acquisition process where the relevant experience and qualifications, when combined, are significantly more important than price. The evaluation for the contract will be based on the demonstrated capabilities of the prospective contractors in relation to the needs of the project as set forth in the RFP. The merits of each proposal will be carefully evaluated. Each proposal must document the feasibility of successful implementation of the requirements of the RFP. Offerors must submit information sufficient to evaluate their proposals based on the detailed criteria listed below. The government reserves the right to award without discussion to those Offerors who represent the best value to the government. SUBMISSION OF PROPOSALS All interested applicants are requested to submit proposals containing information that will allow evaluation of whether the contractor is qualified to perform Advisory and Assistance Services as detailed in the Statement of Work. Only a technical volume addressing the evaluation criteria and the below pricing table filled in with a fully-burdened labor rate are required. EVALUATION CRITERIA The technical evaluation committee uses the evaluation criteria when reviewing the proposals. Proposals will be evaluated based on the written material provided by the Offeror. 1. Relevant Experience (a) Describe your experience with attestation engagements and audits of international Non-Governmental Organizations (NGOs) and international organizations. (b) Describe your experience conducing training related to attestation engagements and audits of NGOs and international organizations. (c) Describe your experience related to audit resolution of attestation engagements and audits. (d) Describe your experience with Government Performance and Results Act (GPRA) reporting. 2. Qualifications: (a) Provide a copy of your Curriculum Vitae (b) Provide any other relevant documents describing your qualifications to conduct the tasks described within the Statement of Work.
