- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. National Institute on Drug Abuse, Office of Acquisitions- Neurosciences, Station Support/Simplified Acquisition, on behalf of the National Institute on Mental Health (NIMH), intends to negotiate and award a purchase order on a noncompetitive basis to the University of Illinois, 809 S Marshfield, Chicago, Illinoi, for services of the Disruptive Behavior Diagnostic Observation Schedule (DB-DOS). The NIMH has a research protocol examining children (particularly pre-schoolers) at risk for developing bipolar disorder. The DB-DOS is a developmentally-sensitive standardized diagnostic observation method developed by Dr. Lauren S. Wakschlag, Associate Professor of Psychology in Psychiatry Institute for Juvenile Research, Department of Psychiatry, at the University of Illinois in Chicago. An Institutional Review Board approved the NIMH’s usage of the DB-DOS for the protocol. Services include: training in administration of the modules, ongoing monitoring of fidelity and reliability of the administration, ongoing consensus reability for coding, coder training, coding of observation tapes, preparation of DB-DOS and P-DOS datasets, consultation on the analysis and interpretation of the DB-DOS and P-DOS data, and refinement of the P-COS parenting coding system. Period of performance is 12 months. The acquisition is being conducted under simplified acquisition using FAR 13 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. Comments to this announcement, referencing synopsis number NOI 660420 may be submitted to the NIDA, Station Support/Simplified Acquisition Branch, 31 Center Drive, Bldg 31, Room 1B59, Bethesda, MD 20892-2080, and Attention: Susan Nsangou, Contracting Officer.
