- Note: The Statement of Work and Safety Certification for Locomotives form are included as Special Attachments to this notice. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; no written solicitation will be issued. Solicitation No. DTRT57-08-R-20029 is issued as a Request for Proposal (RFP). This solicitation is being conducted in accordance with FAR Part 13.5 and Part 15. This solicitation document and incorporated clauses/provisions are those in effect through Federal Acquisition Circular 2005-26. The NAICS Code is 336510 and the Small Business size standard is 1,000 employees. The Government intends to award one or more Firm Fixed-Price Contract(s) and to solicit and negotiate as a 100% small business set-aside. Award will be made to the lowest responsible cost technical acceptable offeror(s). Proposals shall include technical information and pricing for the following items in a written proposal. The Government intends to award contract(s) for a total of up to 3 locomotives. Offerors may offer on one or more CLINS for locomotives and destination charges. However, all Offerors must offer a price on CLIN 0004 (Option). CLIN 0001-Purchase of up to three new 3-engine GenSet locomotives per Statement of Work, 3 EA $______$______Total; CLIN 0001AA Delivery of up to three 3-engine GenSet locomotives to Fort Lewis, WA (up to 3) EA $______$______Total; CLIN 0002 Convert three generation-1 GG20B RailPower Green Goat locomotives (Government supplied as is where is, these are located at-USAX 6000 is located at Ft. Lewis, Washington, USAX 6001 is located at Ft. Sill, Oklahoma, and USAX 6002 is located at Ft. Irwin (Barstow), California) into three 3-engine GenSet locomotives per Statement of Work 3 EA $_____$______ Total; CLIN 0002AA Delivery of up to three 3-engine GenSet locomotives to Fort Lewis, WA up to 3 EA $______$______Total; CLIN 0003 Purchase of up to three new 3-engine GenSet locomotives per Statement of Work with the following requirement: Fuel tank sized to contain 1,500 gallons maximum and not smaller than 1,000 gallons capacity: up to 3 EA $_____$______Total; CLIN 0003AA Delivery of three 3-engine GenSet locomotives to Fort Lewis, WA up to 3 EA $______$______Total; CLIN 0004 Option (1) Operator training per Statement of Work 1 lot $_______Total. Grand Total CLINS 0001-0004 $______. Evaluation Criteria 1. Past Performance: Offeror must provide definitive information with their proposal that they have successfully built commercially available three-engine GenSet locomotives. 2. Demonstration: Offeror must demonstrate to Volpe Center representatives a commercially available three-engine GenSet locomotive prior to award. 3. Price: The Government intends to award one or more contract(s) to the offeror with the most advantageous offer. Evaluation factors are of equal value. Solicitation provision FAR 52.212-1, Instruction to Offerors-Commercial Items (JAN 2008) is hereby incorporated by reference; the offer must include a copy of the standard commercial warranty per FAR Clause 52.212-1(b)(5), Terms of any Express Warranty. All Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (JUN 2008) with the offer. FAR Clauses 52.204-4 Printed or Copied Double-Sided on Recycled Paper (Aug 2000) and 52.212-4, Contract Terms and Conditions-Commercial Items (FEB 2007), is hereby incorporated by reference. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (JUN 2008), is hereby incorporated by reference, additional clauses cited in 52.212-5 that apply to this acquisition are: 1, 5(i) 7, 9, 15, 16, 17,18, 19,20, 21,22, 23, 24, 25, 28, 31, and, 36. FAR Clause 52.217-4 Evaluation of Options Exercised at Time of Contract Award (June 1988) is here by included. Offer is due to the U.S. Department of Transportation, Volpe National Transportation Systems Center, Attn: Guy Hillman, RTV-6D2, 55 Broadway, Building 1, Room 1144, Cambridge, MA 02142 no later than 2:00 P.M. EST on August 19, 2008. Interested firms must submit in writing to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities. The Government will not pay for any information received. ATTENTION: For Minority, Women-Owned, and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small Business and Disadvantaged Business Utilization (OSDBU) has a program to assist minority, women-owned, and disadvantaged business enterprises to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
