- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. National Institute on Drug Abuse, Office of Acquisitions- Neurosciences, Station Support/Simplified Acquisition, on behalf of the National Institute on Mental Health (NIMH), intends to negotiate and award a purchase order on a noncompetitive basis to the George Washington University AIDS Institute, Ashburn, Virginia, for the ongoing partnership with NIMH, the District of Columbia Government including Department of Health, and the HIV/AIDS community. The goal of the partnership is to develop a comprehensive response to the HIV/AIDS epidemic in the District of Columbia, which has one to the highest incidence and prevalence rates in the US. The partnership will include fostering research conducted by investigators within the DC HIV/AIDS Institute to better understand the factors underlying the high risk of HIV infection and the development and implementation of effective prevention interventions to both decrease new infections and improve disease management for those already infected. The Co-Director of the GW AIDS Institute, Dr. Alan Greenberg, will provide administrative leadership to assemble the appropriate expertise to build the data base on which the prevention agenda in DC can be developed. Dr. Greenberg is also the Co-Director of the Graduate Certificate in HIV/AIDS Studies Program, and frequent lecturer on HIV/AIDS surveillance, epidemiology, clinical trials, domestic and global HIV/AIDS clinical activities. He is also a voluntary HIV/AIDS physician at the Infectious Diseases Clinic, Veterans Administration Medical Center, DC, and Principal Investigator on the Public Health-Academic Partnership for the HIV Epidemiology and Surveillance in DC. He has also developed a regulatory (legal and policy) framework. It is anticipated that period of performance will be 12 months. The acquisition is being conducted under simplified acquisition using FAR 13 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
