- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This annoucement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is 2632008(vh)0254 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. The North American Industry Classification Code is 334516 and the business size standard is 500 employees. This is a small business set aside. Delivery and acceptance will be at Bethesda, Maryland. The National Institutes of Health, Division of Veterinary Resources has a requirement for a Research Grade Electron Microscope CCD Camera. The system has the following requirements: 1. The CCD Camera shall have minimum 10.5 Mpixel resolution. 2. The CCD Camera shall have scientific grade, progressive scan CCD sensor with anti-blooming sensor architecture. 3. The CCD Camera shall have Peltier cooling of CCD to 20 degrees C below ambient temperature with no water required. 5. The CCD Camera shall have electronic shutter with no beam blanking or mechanical shutter required with exposure adjustable from 1 millisecond to 10 seconds or better. The electronic shutter shall incorporate overlapped shutter mode to maintain fast readout at longer exposures. 6. The CCD Camera shall have high speed LVDS industrial quality, digital camera interface for both data transfer and control. 7. The CCD Camera shall have 25 MHZ minimum single port readout. 8. The CCD Camera shall have maximum viewing speeds of full field/1x1 binning (i.e. full resolution): 2 fps or better; half field/2x2 binning: 6 fps or better; full field/4x4 binning: 6 fps or better. 9. The CCD Camera shall have image acquisition with automatic gray scale adjustment with manual override. 10. The CCD Camera shall have image acquisition with images stored in standard TIFF file format with 8 or 16 bit depth. 11. The CCD Camera shall have image acquisition with full flat-field correction for live and recorded images. 12. The CCD Camera shall have image acquisition with automatic caption with micron bar, magnification, stage position and transmission electron microscopy (TEM) conditions. 13. The CCD Camera shall have image acquisition with diffraction measurements for rings and spot patterns. 14. The CCD Camera shall include software upgrades at no additional cost to the Government. 15. The CCD Camera shall include installation and training at no additional cost to the Government. 16. The CCD Camera shall have a warranty of 12 months including parts and labor, commencing after complete CCD Camera System installation and acceptance by the NIH Project Officer. The provisions at 52.212-1, Instructions to Offerors - Commercial, applies to this solicitation. The provisions at 52.212-2, Evaluation - Commercial Items, is applicable. Specific evaluation: (1) Ability to meet technical specifications and (2) Ability to deliver on time and within specification. Offers will also be evaluated on best value in relation to price. Offerors must incude a completed copy of the provisions at 52.212-3, Offerors Representations and Certifications-Commercial Items with its offer. Clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies to this solicitation. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this solicitation. The quotations are due August 11, 2008 12:00PM EST and will be submitted electronically to Van Holley, Contract Specialist, 6011 Executive Boulevard, Room 537B, Rockville, Maryland 20892.
