Description
U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Central Region Acquisition Division (CRAD), 601 East 12th Street, Room 1756, Kansas City, Missouri 64106. The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Atlantic Oceanographic and Meteorological Laboratory (AOML), located in Miami, FL, intends to establish a fixed price purchase order for the purchase of one (1) AutoAnalyzer 3 on a sole source basis with Seal Analytical Inc., Mequon, WI based on the following reasons: 1) ) Seal Analytical Inc is the only known source that meets AOML's requirements for nutrient analysis both in the laboratory and on the ship. Those needs include large mixing coils (2mm) for samples, and LED light source for the colorimeters, modular design, robust components, a random access sampler, a system that does not require debubbling. Needs also include: Random Access Sampler - The system must support a 180-position XY-theta sampler that can hold 0.5 to 2 mL cups or 11mm i.d. sample tubes or 120 4 or 5 mL cups, or 16mm i.d. sample tubes; Sampler must be capable of accessing any cup at any time to enable duplicate sampling and automatic repeats of off-scale or carryover-affected samples. Calibration and quality control standards must be able to be taken from the same cup as often as required; Must have stainless steel and PEEK Sample probes available for all sample types including acidic samples; Must have a separate standard position rack; Must have an optional integrated wash pump, speed controlled by system software; Must be able to accept different size racks for different sample tubes. Pumps - Each pump must have capacity for 28 pump tubes plus up to 8 air supply tubes; Must be capable of automated switching to high speed for fast and unattended startup and washout; Pump speed must be controllable on the pump or from the computer; Must have computer-controlled intermittent mode to save reagents after a run and use in unattended mode; Air bubble injection timing must use an optical switch that is not subject to mechanical wear so that the bubble timing remains constant during the lifetime of the pump; The pump must be fitted with magnetic safety switch, which automatically turns off the motor when the platen is open so as to protect the operator from accidental injury; The pump must be fitted with an emergency off switch easily accessible from the top of the pump; Must have digital air injection system, which is synchronized with pump rollers to ensure regular sized and spaced air bubbles, giving reproducible segment volume for high analytical precision; Must have optional valves for automatic dilution; Must have optional valves for automatic reagent washout; Must be capable of utilizing existing AutoAnalyzer pump tubes; And any optional valves must be capable of user installation at any time after initial supply. The Chemistry Module - The chemistry should be divided into modules to allow easy movement for shipboard analysis. Each module must hold two analytical cartridges; Method documentation must include preparation for reagents and standards, performance data, reagent safety data, manifold description with part numbers, list of spares and consumables with part numbers; All hydraulic components must be glass. Mixing coils should be mounted for easy operator verification of correct performance; Hydraulic component internal diameter must be 2.0 mm to limit the risk of blockage from dirty samples; Heating bath must have high accuracy proportional control and user-replacable coil; Dialyzer must be available to eliminate interference from colored samples such as wastewater, without filtration; Must have leak detector to prevent damage to the analyzer in the event of a leak; The instrument must be available with multi-test manifolds that run USEPA and ISO accepted methods and make it possible to change from one method to another without any manual switching of manifolds or pump tubes. Colorimeter Detectors with High Resolution Digital Photometers - Each Colorimeter must have a dual beam detection system with same wavelength correction for high stability; Must have a maximum sensitivity of 0.001AUFS to enable very low concentrations to be measured accurately and provide low detection limits; Must have at least 2,000,000 digital resolution for wide analytical range; Must not require debubbling and should utilize a software debubbling algorithm to reduce carryover and increase sample throughout; Baseline and Sensitivity setting must be controlled automatically from PC; Must not require adjustment when new lamp or flowcell is installed; Must be capable of accepting 10mm or 50mm flowcells according to method sensitivity requirements; Flowcell and transmission tubing must be contained inside the photometer housing for optimum temperature equilibration and added protection of the flowcell and connections; Must include an accessory kit with spare lamp, and blank flowcell assembly; each detector must use dual beam optics with local 24-bit A-D conversion and the option to employ either a krypton filled tungsten lamp or LED as the light source. Each channel must have a dedicated light source for optimization of channel energy; Filters must have wavelength ranges of 350 to 900 nm. Software - The software must be specifically written with 32-Bit architecture for Windows XP and Windows NT; Must have a 10 second quick start for routine operation; Software must adapt to the hardware of each individual system, so that only the relevant options appear on screen; File names and Sample I.D. numbers are generated automatically; Sample tray details must be changeable before, during or after a run; Must include built-in quality control charts; Must include flexible input and output file configuration for easy LIMS connection; Must be capable of automatically performing calculated results, e.g. from channel subtraction; Must allow samples to be added at any time during a run; The software and instrument must have the ability to automatically re-run either just the first or both the first and second sample following an off scale sample to prevent an inaccurate result being generated due to carryover; Software is configured to hardware, so screens show only the options applicable to the actual system being used; User can set the default values for commonly used functions; Work is divided into Analysis (general parameters) and Run (daily requirements); 10-second Quick Start; Sample number and details can be entered before, during or after a run; Automatic sequential sample number generation using user template; Sample tray can be changed during a run; File names are generated automatically or from a user-defined template; Easy sample tray generation by clicking on cup types; Sample data import from a data file; Built-in Help screens, automatically indexed, with access to the complete manual; Multi-tasking: other programs can be run while analyzer is operating, and data can be transferred between programs using Cut and Paste; System must have electronic debubbling, allowing the bubble through flowcell, reducing carryover; The system must provide a quick-start facility so that the operator only needs to enter the number of samples and an run protocol is automatically generated; The system must automatically set the baseline and sensitivity. Calculations from software - 10 calibration points plus optional baseline; Independent or mixed standards for each channel, single or average of duplicates; Linear, quadratic, cubic or piecewise curve fit, with forced-zero options; Correlation coefficient is automatically calculated and displayed; Calibration or other run parameters can be changed and results recalculated after a run, e.g. to eliminate a faulty calibrator; Optional baseline, drift and carryover correction (multiple for baseline and drift); Virtual channels can calculate data from real channel values or manual analysis data. Presentation of results from software - Analog peak data, calculated results and LIMS files are stored on disk in separate user accessible files; Peaks and results are shown on the screen during a run, and can be printed in real time; Markers indicate the part of the peak used for average peak height measurement, and the exact point of the average found; Peak window start and stop time are user-variable, to allow matrix and other interferences to be excluded from the peak reading; Off-scale samples are flagged; Calibration curve is displayed and printed; Run data can be exported to ASCII file, on any local or network drive, manually or automatically after a run. Export file format and content are fully user-selectable with preview function; Sample results outside user-defined limits are flagged; Peak marker can be moved manually after the run. Moved markers and the results they affect are identified; Sample average, standard deviation, maximum and minimum, detection limit can be reported; User-programmable automatic post-run printout of report/peaks/calibration curve; User-programmable report title, header and footer. Service and Support - The system must have at least a one-year warranty on parts and labor; Vendor must provide installation and at least a two-day training course either on-site or at the vendor's customer training facility; Vendor must have an on-site service program available with local service available within 24-72 hours; Vendor must supply technical support from own employees and not contracted out labor; Vendor must maintain a loaner stock of instruments. This requirement does not replace requirement for immediate on-site services; To provide on-going support for method development and validation, vendor must employ a minimum of three qualified chemists for Technical Support. Contractors are not acceptable; Vendor must maintain a dedicated Technical Support email address, which is monitored every hour during normal operating hours, for online help; Vendor must maintain a dedicated Technical Support telephone line, answered by a qualified Technical Support specialist and permanently manned during normal operating hours. Answering machines are not acceptable; Vendor must demonstrate that they maintain a database containing all sales, warranty, parts and technical support calls and emails to ensure prompt and accurate Technical Support; Vendor must supply copies of original EPA approval letters for individual chemistries; Vendor must provide contact details for at least TEN reference customers who have used this instrument for at least two years within the Seawater nutrient testing community; Vendor must have own in house method development laboratory, operated by own chemists, to provide local application training, support for future EPA methodology changes, and commitment to the U.S. market. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive responses. However, all responses received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
