- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. National Institute on Drug Abuse, Office of Acquisitions- Neurosciences, Station Support/Simplified Acquisition, on behalf of the National Institute on Mental Health (NIMH), intends to negotiate and award a purchase order on a noncompetitive basis to Robert D. Gibbons, Ltd., 2021 N Mohawk Street, Chicago, Illinois for consultation, statistical data analysis and programming, publication of up to five scientific journal-level papers on the effectiveness of the long-term follow-up study for the Multimodal Study of Children with Attention-Deficit/Hyperactivity Disorder. This multi-site study follows adolescents and young adults with ADHD, who, between the ages of 7 to 9 years, were randomized into an intensive, 14-month clinical trial. The follow-up study is now collecting assessments on the original subjects for the 12-year (since initial randomization) outcomes, and assessments through 16 years are planned. The multi-site study and analysis was originally performed under various NIMH grants and contracts and these mechanisms are no longer available. The initial follow-ups and statistical assessments were performed by Robert Gibbons since the study’s inception. Dr. Gibbons is a professor of biostatistics at the University of Illinois at Chicago and is the developer of specialized mixed model regression analytic software, SuperMix. Dr. Gibbons is a member of the Institute of Medicine and a recipient of the Harvard Award for lifetime contributions to psychiatric epidemiology and biostatistics. Dr. Gibbons has also published many articles and books. The period of performance is 12 months. The acquisition is being conducted under simplified acquisition using FAR 13 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
