- This is a modification of a previously announced combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. Solicitation number GDQ082012 is issued as a request for quotation (RFQ) with an open date of June 27, 2008; Amendment 0001 revises the Grants Cabling portion of the requirement and extends the close date to August 15, 2008. The solicitation document and incorporated provisions and clauses are those in effect through FAC 05-25. This is a total Service-Disabled Veteran-Owned Small Business set-aside under NAICS 238210 and a size standard of $14.0M.DESCRIPTION OF SERVICES - The Department of the Interior, Bureau of Land Management (BLM), Albuquerque District Office (ADO), requests to replace the old Mitel 3100 telephone system to Cisco Voice over IP (VOIP) in support of the Grants Field Station's (GFS) voice and data communications needs for the new office building. This upgrade reinforces the missions, objectives and goals for the business needs of the Bureau by offering a reliable and secure national telecommunications network that enables data and application sharing, while providing for the telephony, wireless, and video needs of the users in the most economical and efficient way (Bureau of Land Management Telecommunications Strategic Plan, April 2003). In September 2008 the BLM GFS will move into a new building located in Grants, NM. As a result, they will need voice and data communications services. The cable plant infrastructure will provide the GFS with sufficient drops for the network and telephone system. TECHICAL REQUIREMENTSThe cable plant infrastructure upgrade will provide the GFS with sixteen (16) Cat6 drops and require the purchase and installation of a Cisco 2801, Cisco Unity Express AIM for voice mail, one (1) 7936 conference phone and thirteen (13) 7965G IP telephones. The Cisco equipment will need to be shipped to Denver, CO for configuration and delivered to the GFO by the date of installation.Work Area Wiring:*Work areas will have one network drop per office. The cabling will be done prior to the sheet rock installation. When the sheet rock is installed the contactor will return and complete the project. Each surface mount box will be placed in a convenient location for IT personnel to access. The network drop will be spaced strategically in each work area.*All new cables shall have the same numbering scheme and be labeled the same at each end. *All cable runs shall have enough slack to move the wiring 3 feet in either direction. All cabling will hang from J hooks or cable ladders within the false ceiling. The yellow marks on the diagram indicate the location of the cable drops. See Figure 1 - Grants Floor Plan - which will be provided upon request.Computer Room Wiring:*A new rack mount and patch panels will be purchased and installed. The new rack will house a 24 port cat-6 patch panel, Cisco 2801 and 2800 Class Router. The patch panels will be T568B-terminated. *All cables will be terminated, labeled and tested for certification. *Extend voice and data circuits from the Qwest D-Marc into the phone room.*Training on the Cisco telephone system will be required. Building Considerations*The wiring from computer room will be routed to the work areas in a way that it is both functional and still professional in appearance. Wires should not be dangling into office areas.*The switch and the equipment racks need to be grounded. DELIVERABLES*The contractor will provide a cable plant that meets all industry standards and all cables must be certified.*Upon completion of the contract, the contactor shall provide the Contracting Officer's Representative (COR) with diagrams of the new cable plant. *Provide 3 hours of training for the employees in the GFS on the use of the VOIP telephone system. Train the administrators how to make adds, moves and changes on the VOIP and voice mail system. GOVERNMENT-FURNISHED MATERIALS AND SERVICES*The Government will provide the Cisco switch and router.*The contractor will provide all materials and services. If equipment room modifications are required, the GFS building manager will coordinate building changes with the building owner.TASKS TO BE ACCOMPLISHED *Install rack in the computer room *Ground rack in the computer room*Install network wires from computer room to the work areas *Clearly label all wires and components*Certify cables *"Tie wrap" all use wiring in the Computer Room *Train BLM Personnel on Cisco system operations*Install Cisco equipment *Extend voice and data circuits from Qwest D-Marc into phone roomTABLES & DIAGRAMS are available upon request. It is recommended that Offerors who are interested in providing an offer, contact the Government Point of Contact listed below, to request a copy.PERIOD OF PERFORMANCE - The contractor shall complete all work within 30 days from the start date. CONTRACTOR QUALIFICATIONS*The contractor must be Cat6 certified and have a minimum of five (5) years network cabling installation experience. The contractor must also be Cisco certified. *Cat. 6 Cabling - All equipment and terminations shall comply with ANSI/TIA/EIA568-B.2-1 Category 6-E specifications. The following FAR clauses are applicable under this synopsis/solicitation: 52.212-1, 52.212.2, 52.212-3, 52.212-4, 52.212-5.
