Description
The Gifford Pinchot National Forest, Washington, intends to acquire by contract: decommissioning of Forest Service Road No. 2575, Mt. St. Helens National Volcanic Monument. Work includes: removal of existing culverts, installation of cross ditches, scarification of roadbed, and seeding and fertilization. Period for performance will be 60 days from issuance of a Notice to Proceed, which is anticipated to be issued on or about September 15, 2008. The project site is located in the Clear Creek Drainage. It can be accessed by traveling east on forest road 90 for 15 miles to the 2500 road then 10 miles nort to the 257500. Travel northeast on the 257500 road for 1.7 miles to locate the work site. The government will proceed to issue a solicitation under FAR Part 12 for services (minor construction). This acquisition is 100 percent set-aside for HUBZone concerns. Offerors will be evaluated on price, experience, and past performance. Contract award will be to the offeror whose offer, conforming to the solicitation, is the best value to the government. Performance and payment bonds are required for this project. Davis-Bacon wage rates apply to any resulting contract. The proposed contract-type is firm-fixed price. This solicitation will be available on or about August 15, 2008. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
