- The Social Security Administration (SSA) has a requirement for an online Computerized Maintenance Management System (CMMS) service to be used at the SSA Frank Hagel Federal Building, 1221 Nevin Avenue, Richmond, CA. BACKGROUND: The SSA, Frank Hagel Federal Building, has used a software program as its CMMS since 2002. The primary functions are tracking and processing of service calls and Preventive Maintenance (PM). The software drives an extensive Oracle database installed on an on-site server, which includes an inventory of building equipment and detailed history of maintenance and repairs. The software has been updated on a recurring basis, but is approaching obsolescence. SSA currently has a requirement to replace this obsolete system. DESCRIPTION OF SERVICES: The contractor shall provide all application software, server hardware, server software and contractor provided implementation services for a CMMS service to be used at Social Security Administration, Frank Hagel Federal Building, 1221 Nevin Avenue, Richmond, California. Using the software as a service business model, the contractor will host and maintain the CMMS application. The contractor will provide and maintain all server hardware and server software required to operate the application software. The application software and all associated server hardware and software will reside at the contractor’s facilities. SSA employees will access the software using the internet and a secure internet browser. The Contractor shall provide a team of individuals that will be available on an as needed basis, for the life of the contract. The primary role of this account team is to assist SSA with the implementation and use of the CMMS software. All services are to be delivered via the internet or telephone. If the solution being proposed by the contractor requires contractor personnel to work on-site then the contractor will be responsible for all associated travel and per diem expenses. SOFTWARE COMPATIBILITY: Software shall be compatible with Microsoft Internet Explorer, version 6.0, service pack 2, and Microsoft Internet Explorer, version 7.0, In FY2009 the Microsoft VISTA operating system will be used. SOFTWARE LICENSING REQUIREMENTS: Contractor shall provide licensing sufficient for a minimum of 100 concurrent users that would need access to the system in the building. Contractor shall provide licensing sufficient for a minimum of 35 “power users” in the facilities department, with full capabilities to enter and configure data, act upon and clear work orders, generate and use reporting features, and other higher-level system features. These individuals would be classified as power users. NOTE: Any products or services the Government intends to acquire must allow the Government to support its obligations under Section 508 of the Rehabilitation Act of 1973. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The period of performance for the base period shall be one year from the date of award with provisions for four 1-year option periods, if exercised. All potential contractors will be required to pass a security background check before beginning performance on an award. Any prospective contractor must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. To register in the CCR at the website: www.ccr.gov, applicants must have a DUN and Bradstreet number and Tax Identification Number (TIN). This acquisition is being conducted under Federal Acquisition Regulation (FAR) Part 12 regarding the acquisition of commercial items.
