- This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Solicitation Number 301818Q426 is being issued in a Request for Quotation (RFQ) format. This announcement constitutes the only solicitation. A written solicitation will not be issued. Quotes are being requested for the following three line items: (1) 2,300 tons of 1/4" screened, limestone rock that conforms to the requirements of Iowa Department of Transportation Specification Section 4120 and shall include crushed limestone rock 1/4 inch and smaller. (2) 3,800 tons of 3/4" crusher run-limestone rock that conforms to Iowa Department of Transportation Specification Section 4120, Class D Crushed Stone, and shall meet Section 4109 gradation 11. (3) 1,000 tons of 3/4" screened, limestone rock that conforms to Iowa Department of Transportation Specification Section 4120 and shall not be graded. Delivery Requirements: All material will be picked up by the DeSoto National Wildlife Refuge, 1434 316th Lane, Missouri Valley, Iowa, 51555, between December 2008 and March 2009 with the exception of 1,500 tons of the 3,800 tons of 3/4" crusher-run (Item 2 above) which will be picked up by November 30. The material must be located within a 25 mile radius of the DeSoto Refuge. It is the desire of the DeSoto Refuge that material not be sourced from the Loess Hills Landform of Western Iowa due to environmental concerns as this is an ecologically sensitive area. However, material from these quarries will not be rejected and this preference is not a condition of award as firms are not required to list the source of material and no evaluation factor will be used. This solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26. This is a 100% Small Business Set Aside (SBSA) under FAR 19.502-2 only on condition that at least one responsible small business submits a responsive quote with a total price of less than the Simplified Acquisition Threshold. The North American Industrial Classification System (NAICS) code is 212319, Other Crushed and Broken Stone Mining and Quarrying, with a small business size standard of 500 employees or less. All bidders must disclose their appropriate size standard in the submitted quotation to be considered responsive. This synopsis/solicitation incorporates FAR 52.212-1, Instructions to Offerors-Commercial, FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, FAR 52.212-4, Contract Terms and Conditions-Commercial Items, and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. Offerors shall complete and include with its quotation the FAR provision 52.212-3. Firms are cautioned that failure to submit FAR 52.212-3, properly completed, may result in a non-responsive quotation. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items pertains as applicable to this acquisition. The FAR cites in 52.212-5 that are particular to this solicitation are: 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, 52.225-13, 52.232-33, and 52.232-36. Quotes are to include the completed FAR 52.212-3 and be signed and dated by an offeror's authorized representative. Quotes will be evaluated and award will be made to the lowest responsive, responsible offeror submitting a fair and reasonable price meeting the terms of this solicitation.
