Description
Changes 1. This is an Amendment to combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 2. An Amendment is being issued to this solicitation, Request for Quote FA4800-08-Q-LN-01.). 3. This document incorporates provisions and clauses through federal acquisition Circular (FAC 2005-26). 4. This acquisition is procured as full and open competition. A single award will be made as a result of evaluation of offers. The NAICS code for this requirement is 423910 and the size standard is 500 employees. 5. The technical specifications are listed as brand name or equal (FAR 52.211-6 is applicable). For equal items, please include technical specifications. If technical specifications showing how the equal product meets the salient characteristics are not included, your quote will be considered non-responsive. The following are salient characteristics for Brand Name or Equal: Item 0001 Spinner Bike, Part No 7090, New Spinner NXT Superior Extraordinary Spinning, MFG Star Trac NXT-Mintpo Flywheel not to exceed 43 lbs. Must include multi-sided pedals. Minimum of two (2) integrated water bottles, protective flywheel, Heavy duty Aluminum Frame, push brake, Safety System that brings the flywheel to a fast stop, Micro-adjustable seat slider that delivers maximum fore and aft adjustability with easy to remember numerical markings and ergonomic saddle with flexible seat base, Star Trac or Equal. Quantity 30 EA. Item 0002 Installation of 7090 Spinner NXT and Multifunction Spinning Computers Quantity 30 EA. 6. The requirements are to be delivered and installed 30 days from contract award at FOB destination to Shellbank Fitness Center, 36 Sweeney Blvd, Langley AFB, Va 23665. 7. Provision at 52.212-1, Instructions to Offerors--Commercial Items (Jun 2008), applies to this acquisition: a. As part of your quote submission you are required to include price information. DUNS, Cage Code, tax ID, terms and conditions and Buy American Act Certificate required in clause 252.225-7000. b. All vendors must be registered in Wide Area Workflow (WAWF) at https://wawf.eb.mil at time of quote submittal. All vendors must be registered in the Central Contractor Registration Database at www.ccr.gov in order to be considered for award. 8. FAR 52.212-2(a) Evaluation-Commercial Items (Jan 1999), applies to this acquisition. Evaluation will be based on low price meeting brand name product or equal product IAW the outlined salient characteristics. 9. The following additional requirements /clauses, terms or conditions apply to this acquisition: a. FAR 52.222-50, Combating Trafficking in Persons (Aug 2007) (Applies to all contracts); b. FAR 52.224-1, Privacy Act (Apr 1984); c. FAR 52.225-1, Buy American Act - Supplies (June 2003); d. FAR 52.247-34, F.O.B. Destination (Nov 1991); e. DFARS 252.225-7000, Buy American Act--Balance of Payments Program Certificate (JUN 2005); f. DFARS 252.225-7001, Buy American Act (JUN 2005); g. DFARS 252.232-7003, Electronic Submission of Payment Requests (DEC 2006); h. DFARS 252.246-7000, Material Inspection and Receiving Report (MAR 2008); i. DFARS 252.247-7023, Transportation of Supplies by Sea (MAY 2002); j. DFARS 252.225-7016, Restrictions on Acquisition Balls and Roller Bearings (MAR 2006) b. Potential offers must be aware that the items being acquired are procured as Brand Name or Equal. For those items that are "or equal", a description of the salient characteristics are outlined above. The FAR Clause 52.211-6 Brand Name or Equal applies to this acquisition. Any items quoted as equal not confirming to the requirements of clause 52.211-6 will be considered non responsive and not considered for award. 10.
