- This is a notice that the Department of Veterans Affairs intends to negotiate, under the authority of 41 S.C. 2304, a sole source purchase order with Siemens Medical Solutions, Inc., 51 Valley Stream Parkway, Malvern PA 19355, for the purchase of equipment to upgrade SYNGO Dynamics Server software Version 6I.This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is VA261-07-RQ-0310 and is issued as a Request for Quotation (RFQ). This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is an unrestricted solicitation and NAICS Code is 334112, with a size standard of 1000 employees. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. Closing date for this notice is noon, pacific time August 13, 2008. This procurement is being conducted in accordance with FAR 6.302.1, only one responsible source and no other supplies or services will satisfy agency requirements. The VA San Francisco Medical Center has a requirement for the standardization and interoperability between the Siemens Medical Solutions, Inc., equipment, SYNGO Dynamics Server Upgrade to Version 6. Having the same equipment assists operators and maintainers by keeping the same procedures, consumables and maintenance procedures in place. The following equipment is required: Item No OR STOCK NO. VETERANS AFFAIRS MEDICAL CENTER SAN FRANCISCO STATEMENT OF WORK SYNGO Dynamics Server Upgrade to Version 6 July 17, 2008 1. Introduction: A. This Statement of Work (SOW) describes the requirements for the SYNGO Dynamics Server Upgrade and all of its components. B. This SOW describes the requirements for Siemens Medical Solutions Engineers- known as "Engineers" in this document, hereafter. Engineers who are contracted by Siemens Medical Solutions to perform upgrades and interfaces with VA systems, and all of its components shall meet all requirements stated in Section 2 of this SOW. 2. Qualifications of Engineers: A. The Engineers shall be authorized by Siemens Medical Solutions to perform the installation and upgrade services. All work shall be performed by "Fully Qualified" competent Engineers. Siemens Medical Solutions shall provide written assurance of the competency of their personnel and a list of credentials. John Comstock may authenticate the training requirements, request training certificates or credentials from the Siemens Medical Solutions at any time for any personnel who are upgrading or installing any VAMC equipment. John Comstock specifically reserves the right to reject any of Siemens Medical Solutions personnel and refuse them permission to work on the VAMC equipment. B. Engineers shall be equipped with all necessary tools, equipment, and Personal Protective Equipment (PPE) to perform the work safely, effectively, and timely. Tools, equipment, and PPE shall comply with the requirements of OSHA Standard 29 CFR 1910, Subpart I, and NFPA 70E. 3. Summary of Work: A. Upgrade SYNGO Dynamics Server software to Version 6 I. A copy of all software (per machine) to be left on-site. B. OpenLink Interface to CPRS (Vista) I. A working interface with VISTA CPRS must be complete with no additional cost. Siemens Medical Solutions is responsible for any additional programming or integration needed to complete the interface. Interface should also meet the requirements and formatting of Dr. Teerlink and VASF. If the clinical staff abandon the usage of this interface because they deem it to be overly cumbersome, the Siemens software will be removed from the system, and Siemens will credit the cost of the interface towards the next Siemens purchase. C. Add Data Mining and Web Portal applications I. Must include bi-directional interface with UC campus. II. Remote "Off-Site" viewing for clinicians shall also be provided. D. Install new 6.8 TB (useable space) ImageGrid archive I. Migrate all existing DLT archive to ImageGrid within 6 months E. On site application training days to ensure users are properly trained.
