Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a request for quote (RFQ) No. AG-02NV-S-07-0083; proposal due date is September 5, 2008. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 26, effective as of 6/12/08. Non-manufacturers must furnish in the performance of the contract, the product of a small business manufacturer, which end product must be manufactured or produced in the United States. Small size standard for the manufacturer of the item would be 500 employees. Quantity and Unit of Measure is 1 each. Price proposal shall include delivery FOB to the Greys River Ranger District office at 671 N. Washington Street in Afton, Wyoming as well as any costs incurred during offloading. 1. GENERAL This project consists of supplying three (3) identical treated timber bridges. Each bridge has a 28 foot span, 10 foot rise and is 16 feet wide. The bridges shall be bundled and delivered in separate, complete packages. The bridges shall meet all requirements specified in the design drawings and specifications Design: The superstructure design is in accordance with the AASHTO Standard Specifications for Highway Bridges, 17th Edition – 2002, with all interims and applicable Forest Service Supplemental Specifications. Design Loadings: HS20-44 2. LUMBER SPECIFICATIONS All lumber shall be coast region Doulas Fir graded in accordance with the West Coast Lumber Inspection Bureau Standard Grading and Dressing Rules No. 17. Each item shall conform to the paragraph number listed in the bill of material. All lumber over 2” nominal thickness shall be incised on all four sides and all 2” nominal lumber shall be incised on two faces only. Members too large for machine incising shall be manually incised. All fabrication and incising of the glued-laminated members, shall be done prior to treatment. Glued-laminated members shall be coast region Douglas Fir fabricated in accordance with specifications noted in the bill of lumber, current edition of “Structural Glue-Laminated Timber” AITC/ANSI A 190.1, current edition of AITC117 Standard Specifications for glued-laminated timber for softwood species, the Standard Specifications For Construction of Roads and Bridges on Federal Highway Projects FP-03 Section 716.04, and shall be industrial appearance grade for wet use conditions using phenol-resorcinol resin type of adhesive throughout, using only single piece or multiple piece laminations with bonded edge joints on exterior surfaces. All treatment shall be in accordance with AASHTO M133. All lumber shall be pressure treated by the empty cell process with copper napthenate or pentachlorophenol conforming to AWPA P8 and P9, or creosote conforming to AWPA C2 and C28 for the species indicated. Penetration shall also be the minimum indicated in AWPA C2 and C28. Methods for determining the amount of penetration and retention shall conform to AWPA C1, C2, and C28. All sawn lumber supplied for the bridges, with the exception of treated timber deadman members for abutments and wingwalls, shall be 100% free of heart center and have a moisture content less than 19% prior to treatment, and must be certified prior to any payment to the contractor. All materials shall be produced in compliance with “Best Management Practices for the Use of Wood in Aquatic Environments,” current edition. 3. SPECIFICATIONS Fabrication: All bridge members shall be fabricated as shown in the bill of material or elsewhere on the plans. Holes for smooth drift pins or dowels shall be drilled with a drill having a diameter 1/16” less than the pin or dowel to be used. Holes for bolts not shown as being drilled before treatment shall be drilled in the field with a drill having the same diameter as the bolt to be used. Hardware and Structural Steel: Use malleable iron washers against wood except where otherwise noted. All dowel pins and drift pins shall have their ends ground round. All bolts and nuts shall conform to ASTM A307 and need not be galvanized unless noted specifically in the bill of hardware. Bolt lengths shown on the plans are calculated for connections of standard sawn members. If lumber or timber is furnished, that deviates from the standard sawn dimensions, the contractor shall be responsible to furnish bolts with thread lengths sufficient to make the connections as shown on the plans, with 1” maximum thread extension beyond the nut, when tight. Unless otherwise shown, extra washers shall not be used to compensate for thread length deficiency. Field Treatment: All cuts, holes, and abrasions made in lumber after treatment shall be given two coats of copper naphthenate, AWPA STD P8 and P9, Type A or Type C solvent. Backfill: Backfill the abutments in accordance with FP-03 section 208 to prevent damage to the treated timber, no rock over 3” in diameter shall contact the timber. Bituminous Wear Surface: Install bituminous wear surface on bridge deck as shown on the drawings and extend on each approach roadway as shown. Object Markers: Type 3 shall be 12” x 36” with reflective strip bonded to a 16 gage galvanized steel or 14 gage aluminum sheet. Reflective strips shall be 3M high intensity prismatic Type IV, with clear overlay film or equal. Mount object marker on 6-3/4” x 7-1/2” x 7’-6” glued-laminated guard post. Install posts at location directed by the engineer. Please see the attached drawings for bill of materials and bridge specifications. Delivery Date: On or before July 1, 2009. Funding for this project is currently not available. The provisions at 52.212-1, Instructions to Offerors—Commercial, and 52.212-2, Evaluation—Commercial Items are applicable. In addition to price and price-related factors (warranty, repair service locations), award evaluation will b e based on past performance and compliance with solicitation requirements. These two evaluation factors evaluated together are significantly more important than price. In addition to price, offerors should include product literature of offer and information addressing the above factors in their proposals. Award may or may not be made in a aggregate to one Contractor. Offeror should state if price is based on an all or none basis or if offered price varies if the award is total or partial. Offerors shall include with their offers the provision at 52.212-3, Offeror Representations and Certification—Commercial Items. This may be obtained at http://www/arnet.gov/far/farqueryframe.html.
