- Description
- The OO-ALC 507 ACSS/GFLD, in conjunction with the 558 ACSG/PK, is planning to release a solicitation for Training and Simulation Advisory and Assistance Services (A&AS) positions on approximately 24 July 2008. The solicitation will be posted to FBO with the same number at this notice. The specific positions will be for Principle System Engineering, Senior System Engineering, Program Management Analysis, and Senior Analysis for Aircrew Training and Rehearsal Systems (ATARS) Program Office (PMO) support. Special qualifications are required for potential offerors to bid and those qualifications will be posted on the solicitation along with instructions to offerors. This acquisition will be set aside for competition restricted to service-disabled veteran-owned small business concerns in accordance with FAR Subpart 19.14 (Service Disabled Veteran-Owned Small Business Procurement Plan). Only those offerors that can comply with FAR Clause 52.219-27 (Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside) are eligible to compete. Anticipated PoP is 12 months with 4 option years Special note to potential offerors: Potential conflicts of interest may exist on this contemplated acquisiton. IAW AFMC 5352.209-9003 ALT I (July 1997) and IAW AFMC 5309.597-2(B) and FAR 9.505.1 the following applies: FAR 9.507.1(a)(b)(c)(d): There is a potential organizational conflict of interest due to subcontractors, teaming arrangements and other agencies currently performing work on the ATARS and ATARS related programs. Restrictions are needed in the contemplated acquistion to ensure that current subcontractors, teaming arrangements and other agencies on the ATARS and ATARS related programs as designated by the contracting officer will be ineligible to bid on the upcoming solicitation. The application of this subpart to the contract is not subject to negotiation.
