Description
The Naval Surface Warfare Center, Panama City Division, FL (NSWC PCD) intends to award a sole source purchase order to Complete Parachute Solutions Inc. (CPS Inc.), 1320 East International Speedway Blvd, Deland, Fl 32724, for the following items: Five (5) each Oxygen Pouch 8 Zipper Phaos P/N:CPS-MA Z02 PHFive (5) each ZIP on Utility Pouch P/N:CPS-MA Z UTFive (5) each Slider, TP-360 400 M2C Domed Collapsible P/N:CPS-FRP-FRP-SL-2587-19B-A-FFifteen (15) each Bridle Assembly P/N:CPS-FRP-BR-MS-NAFifteen (15) each Clear Lolon Flex Pin for DBSL and Tandem Vector II P/N:CPS-FlexpinSeventeen (17) each main Development Bag Dual Bag System P/N:CPS-MNBAG-TS14-DB-1-LTEight (8) each Static Line Drogue Pouch P/N: CRS-Pouch-DRO-S/LSix (6) each MP-360 M2C 9 cell Zero-P main Canopy Freefall or Static Line Capable P/N: CPS-MP-360 M2CEight (8) each Type 7 main Risers Single Loop Velcro Toggle P/N: CPS-RMT-425-10TFourteen (14) each Main Pilot Chute for Dual Bag System P/N:CPS-DB-SIL This purchase is not suitable for full and open competition for the following reasons. Each CPS Inc. part has been tested to perform to rigid requirements as specified in Marine Corps Order (MCO) 3500.20A for Marine Corps Parachuting and Diving Policy and Program Administration. Only those articles, which have been successfully tested, are qualified. The intent of the process is to provide maximum reasonable assurance that the mission can be completed. Only the equipment provided by Complete Parachute Solutions has been successfully tested and qualified by the U.S. Marine Corps. Use of any other vendor would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. Therefore, there are no other sources that can satisfy this requirement. Offerors wishing to qualify items for future procurements may find out about the process for qualification by contacting Mr. Kevin Lang, NSWC PCD Code E33, (850)-235-5485, kevin.lang@navy.mil. A firm-fixed-price purchase order is anticipated. Delivery will be to the Naval Support Activity-Panama City, Receiving Officer, Building 100, 101 Vernon Avenue, Panama City, FL 32407-7018. The anticipated award date will be based on an acceptable proposal on or about 15 Sep 2008. NAICS Code 314999 applies. FSC is 1670. SBA Size Standard is 500 Employees.
