- The Health Resources and Services Administration intends to negotiate on a sole source basis with The National Safety Council (NSC), 1025 Connecticut Avenue, N.W., #1200, Washington, DC 20036 to purchase an Poison Prevention Community Action Kit. The Poison Prevention Community Action Kit, is used to assist in reducing the incidences of poisonings by going beyond the traditional education and outreach on poison prevention to address the changing demographics and issues involving poisoning deaths in the United States. The existing kit will be enhanced and expanded to incorporate Poison Control Centers (PCCs) as a leading resource for poison prevention activities and provide additional outreach information on common poisonings. In addition, this contract will facilitate the implementation of workshops designation to establish partnerships between the NSC chapters and PCCs. It is expected that any resulting award will be a cost reimbursement award. Negotiations with The National Safety Council are expected to result in a contract with a period of performance of 12 months. This procurement action will be procured on a sole source basis because the National Safety Council is the sole proprietor of the Poison Prevention Community Action Kit. The kit was originally developed through a cooperative agreement with the U.S. Environmental Protection Agency (EPA). Awarding this work to another entity would result in significant duplication of effort, incurring a substantial cost on the government’s behalf. The National Safety Council is deemed the only responsible source capable of providing the required work and service under authority in 41 U.S.C.253 (1), as set forth in FAR 6.302-1(b)(1)(I). This is not a solicitation. A copy of the solicitation has not yet been produced. If a contract award of more than $500,000.00 occurs as a result this action, a copy of the Justification for Other then Full and Open Competition (JOFOC) will posted at this site.
