- Lakehurst Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey has a French Foreign Military Sales (FMS) requirement for two (2) each Low Loss Launch Valves (LLLV), in accordance with Drawing 626795-2 and Technical Data Requirement (TDR) FMS-08-17069. There will be an option for up to four (4) each additional LLLVs included in the solicitation and contract. First Article Testing may be required on this item. This procurement contains Technical Data subject to Export Control Laws, see note 8. This item has been designated as a Critical Safety Item (CSI). All contractors seeking award must have prior approval from the Engineering Support Activity (ESA) at NAVAIR Lakehurst in accordance with SECNAVINST 4140.2(E) (2) (a). This requirement will be procured as a Firm Fixed Price contract utilizing Other than Full and Open competition procedures. The Government intends to procure these items under the authority of 10 USC 2304 (c) (1), as implemented by FAR 6.302-1. Pre-Mach, Inc; Precision Custom Components LLC; and Curtiss-Wright Flow Control Corporation (Target Rock Division) are the only known sources with the necessary Critical Safety Item approvals for this item. See note 22. The solicitation will be issued/ posted to the NAVAIR Web Site on or about the beginning of September 2008.
