- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) Solicitation W911XK-08-T-0110 is being issued as a Request for Quotation (RFQ). (III) This solicitation incorporates provisions and clauses for commercial services in effect through Federal Acquisition Circular 2005-24. (IV) This acquisition is reserved for a SMALL BUSINESS CONCERNS. The associated NAICS code for this acquisition is 518210, standard industrial classification 7374, small business size $23 million. (V) COMMERCIAL SERVICES DESCRIPTION: This is a firm fixed price requirements type contract for conversion of microfilm cartridges to CD’s to include: 1. The contractor shall provide readable CD’s after conversion from microfilm. Contractor will convert the source microfilm cartridge into a one (1) multi page TIFF file on a CD-ROM. Contractor shall label each CD-ROM with the cartridge information appearing on the microfilm casing, example: Cart 1018 First Permit Filmed 96-056-014-0 Petterie, Terry-NW 14 - Driveway Last Permit Filmed 96-057-804-0 Joseph, Marcus A - Pier Ending Odometer 2310 Ending Frame No. 3712 Total Correspondence 3702 Toyal Permits 108 4. SOURCE MATERIAL: It is estimated that 2000 +/- cartridges will need to be converted to CD ROM from microfilm. 5. PICK-UP/DELIVERY: Contractor shall pick-up microfilm for conversions on schedule date determine and return CD’s within suitable time frame, example (one (1) month). Retrieve another set for conversion (specify numbers not determine). 6. DISPOSAL: Source microfilm will be return to the U.S. Army Corps of Engineers. (VII) Place of Performance: US Army Corps of Engineers, Detroit, 477 Michigan Avenue, Detroit, MI 48226, FOB POINT IS DESTINATION. (VIII) The following provisions in their latest editions apply to this solicitation: FAR 52.212-1, Instructions to Offerors, Commercial. (IX) FAR 52.212-2, Evaluation, Commercial Items, The Government will award a firm-fixed priced type of contract. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The Government reserves the right to award all or part of this project. (X) FAR 52.212-3 (Alt 1), Offerors Representations and Certifications, Commercial Items OFFERORS MUST COMPLY WITH FAR 52.204-7 CENTRAL CONTRACTOR REGISTRATION, DFARS 252.204-7004, ALTERNATE A.
