Description

This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 (Streamlined Procedures for Evaluation and Solicitation for Commercial Items), as supplemented with the additional information included in this notice. This requirement is being issued in conjunction with FAR Subpart 13.5 (Test Program for Certain Commercial Items) and simplified acquisition procedures will be used, as applicable. This is a Request for Quotation (RFQ). A copy of the Solicitation with instructions for submitting a Quote in response to RFQ No. SECHQ1-08-Q-8265 is being attached to this electronic notice. The U.S. Securities and Exchange Commission (SEC) Office of Investor Education and Advocacy (OIEA) supports the mission of the SEC to protect investors, maintain fair and efficient markets, and facilitate capital formation. OIEA is dedicated to understanding and addressing the questions, concerns and issues facing individual investors. OIEA will conduct a longitudinal market research study to measure the level of retail investor trust and the perceived fairness of the U.S. securities markets—specifically, whether U.S. investors believe that they have a “fair shake” and equal access to investments in the U.S. capital markets. Two separate contractors may be selected for the longitudinal survey research project: If two separate contractors are selected, the first contractor (“Phase I Contractor”), for the Longitudinal Investor Trust Survey Phase I, shall develop the survey methodology respondent profiles and the accompanying screener questionnaire. The second contractor, (“Phase II Contractor”) for the Longitudinal Investor Trust Survey Phase II will implement and execute the survey questionnaires/screenings as well as perform related analytics. The SEC invites Quotes from all vendors for both Longitudinal Investor Trust Survey Phases I and II. The North American Industry Classification System (NAICs) is (541910)-market research and public opinion polling. Quotes are being requested. The Contractor shall provide all labor, material, and equipment maintenance. Potential vendors are required to be registered with the Central Contractor Registration.Gov (CCR.Gov) and ORCA.Gov to be eligible for award.
