Description
This notice is a combined synopsis/solicitation for commercial items prepared under the authority of FAR 13.5 and Subpart 12.6, as supplemented with additional information included herein. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The Naval Air Warfare Center - Aircraft Division (NAWCAD) has an estimated requirement for a 150 Digital Video Recorders (DVR), for installation into US NAVY P-3C fleet aircraft only, to be purchased using a Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract over a 5 year period. Estimated quantities are 25-30 units per year with a minimum guarantee of 20 units. The DVR must meet requirements stated below. 1.Capable of simultaneous recording of not less than three (3) video inputs (Y-C format) with operator analog audio inputs and must be able to record at least ten (10) hours of continuous video/audio for all 3 channels simultaneously. Recorder video must be commercially available open architecture video format. 2.Have a playback capability of providing 1 RS-170 Composite video and audio outputs and have a playback mode that selects time event for playback of any channel at any time for one of any three video channels being recorded. 3.The recorder must be capable of continued recording during playback of an individual channel. 4.Each channel of the recorder must be able to be controlled independently. 5.The recorder must not exceed length of 12.99 inches, width 9.5 inches, height 5.94 inches, a weight of 10 pounds and a Center of Gravity not to exceed 62 millimeters in the vertical plane. 6.The control panel must fit into a standard 5.25 inch wide panel mount with interior standard aircraft fasteners, and have external dimensions no larger than 6” in depth, and 4.125” in height. 7.The recorder must have an event marking function such that the operator can easily skip to significant portions of the recording during playback. 8.The operating voltage required for the system will be 28 VDC, in compliance with MIL-STD-704A; “Electrical Power, Aircraft, Characteristics and Utilization of”. 9.The recording media shall be removable and of a solid state, non-spinning mass design and downloadable using a USB/USB 2.0 interface to support post flight video. 10.The recorder system must meet the environmental requirements for installation into the P-3C aircraft (MIL-STD-810F). 11.The control panel must control all operational functions of the recorder. The control panel must display operating information and status to the operator. Panel edge lighting/backlighting shall be adjustable from dim to bright utilizing 5-28VDC. The control panel must have a Power On/Off control, System Fail, End Of Storage Capacity, and a Time Remaining indication meeting MIL-STD-1472. Mode Selection shall be controlled via single touch buttons. The following modes/selections are required: a.Record b.Playback c.Pause d.Fast Forward e.Rewind f.Individual channel selection g.The control panel shall provide a means to erase/declassify the recording medium. 12.The recorder must not retain any classified material when de-energized with the recording media removed. 13.Recorder must not require the use of a desktop or laptop computer for operation. In accordance with the provision at FAR 52.212-2, Evaluation – Commercial Items, paragraph (a), the proposal will be evaluated based on the following factors: Technical, Price, Delivery, and Past Performance. All evaluation factors are considered equally important; however the Government reserves the right to make an integrated evaluation resulting in the best value to the Government, price and other factors considered. TECHNICAL: Please provide technical specification sheets or operating manuals for the recorder, and/or other information sufficient to show how the quoted products meet all of the required technical specifications as provided herein. In addition provide a copy of the standard commercial warranty terms and conditions. PRICE: The offeror shall provide sufficient detail to allow the contracting officer to determine the reasonableness of the proposed price/cost. Offerors can propose single price for 5 years or prices for any combination of one year ordering periods. Price evaluation will be based on total cost per year for the 5 year estimated quantity. List any discounts which may be applicable. Pricing shall include F.O.B. Destination terms to NAWCAD, Patuxent River MD 20670. DELIVERY: Please specify a date for delivery of all items after receipt of a written delivery order. Delivery is F.O.B. Destination PAST PERFORMANCE: Please provide three prior contracts or purchase order numbers; for recent, same or similar products sold to other customers (within the last five years). Contracts should be either directly related or similar in scope, magnitude, and complexity to the requirement of this solicitation. Include the name of the contracting activity, contract number, period of performance, contract type, contract work description, dollar value, a point of contact and phone number for each contract/purchase order record provided. The offerors are reminded that both independent data and data provided by the offerors in their proposals may be used to evaluate past performance. Since the Government may not necessarily interview all sources provided by the offerors, it is incumbent upon the offeror to explain the relevance of the data provided. The provisions at FAR 52.212-1, Instructions to Offerors --Commercial Items and FAR 52.212-4, Contract Terms and Condition – Commercial Items Quotations are applicable to this acquisition. The provision at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items will be included in any award resulting from this notice. The provision at DFARS 252.212-7000, Offeror Representations and Certifications – Commercial Items, applies to this acquisition. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, is applicable and will be included in any award resulting from this notice. The provision at 52.216-19 -- Order Limitations will be included in any award resulting from this notice. The provision at FAR 52.216-22 -- Indefinite Quantity will be included in any award resulting from this notice. All proposals shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items. Offerors shall fill out this provision, paragraph (j), and submit it with their offer.
