Description
This is a Sources Source Notice. This notice is NOT an announcement of an issuance of final solicitation. No solicitation exists at this time; if a solicitation is issued it will be announced through the FedBizOps at a later date. Responders to this Sources Sought Notice will not automatically be notified of any solicitation. Potential offerors must respond to the final solicitation announcement at the time of that announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. The Northern Region Contracting Center (NRCC) at Fort Eustis, Virginia is conducting a Small Business Sources Sought in order to determine if Small Business participation is available for an anticipated acquisition. This announcement is seeking only Small Business responses. The services will be performed at Fort Meade, Maryland. The work area will consist of a total area of approximately 5,415 acres (approximately 3,600 acres of unimproved grounds and forests located about the perimeter that includes natural grass, brush, and trees and approximately 1,400 acres of high visibility/Improved area.) There are approximately 70 miles of roadways and 450 buildings. Contractor will perform administrative and functional services for the Directorate of Logistics (DOL) and Directorate of Public Works (DPW). All services shall be performed at the Service Support Program level (SSP). The Contractor shall have and use a cost accounting system capable of estimating and tracking cost data to the SSP level and approved purchasing system (i.e. a purchasing system capable of meeting the requirements of FAR Part 44). Functional areas for which the Directorate of Public Works (DPW) is responsible include: General Management; Engineering Plans and Services; Roads and Grounds; and Facilities Maintenance and Repair. Services will require capabilities in performing maintenance and/or repair services on all real property facilities, roads, and grounds; to operate Installation utility plants; to provide general engineering support; and, to provide general management-administrative support to DPW. The following listing is not to be considered all inclusive. General Management: The contractor shall coordinate, attend and participate in meetings and briefings with other Installation activities, shops, trades, tenants or other contract service providers as required. The contractor shall appoint a system administrator/database administrator (SA/DBA) to support and maintain systems and database systems and provide an Information Management Officer (IMO). The contractor shall perform operator level maintenance on all government equipment by conducting Preventive Maintenance and Checks System (PMCS) to include but not limited to fueling, cleaning, minor adjustments IAW the pertinent Technical Manual (TM), or equipment maintenance document, and meeting scheduled/unscheduled maintenance timelines. The Contractor shall provide management, supervision, technical guidance, personnel, supplies, equipment, tools, vehicles, materials, and other items and services necessary to perform facility maintenance, property book management, stock record officer, materiel management, receiving/issuing, freight, warehousing, hazardous materials (HAZMAT) and hazardous wastes disposal, and transportation motor pool (TMP) functions and services. Services of Engineer Plans and Services: Support the Work Management Center by establishing a process to ensure the receipt, processing and completion of work requests from customers; maintain the IFS-M database system and use IFS-M to produce reports and provide formatted data from queries; Program Management (the contractor shall manage, develop, update, coordinate, support, and execute programming activities IAW MACOM guidance and suspenses to facilitate the management of facilities and infrastructure at Fort Meade);Maintain the Real Property Master Plan and manage and support real property management activities; Support the Government RPAO and exercise all engineer responsibilities concerning real property acquisition, management, accounting, reporting, facility use, and disposal; Engineering Support Services providing engineering, architectural, drafting, and design support services and management of planning and programming support, project management, design, project control, construction contracts, engineering documentation, and support services, and ensure that established timeframes, estimated cost, scope, and milestones are successfully met; Design Services; Engineering and Consulting Services to include management of A/E services for Title I and Title II projects; and Contract Management Support and Services providing all engineering services required to manage contracts in support of base operations functions, including contracts for construction and repair projects, one (1) time and recurring services, facilities systems maintenance, and other products and services related to facilities engineering design and management. Services for Roads and Grounds: Clean-up and Removal of Debris (monitor improved grounds, construction sites, maintenance, and repair areas to remove materials such as trash, debris, animal feces, soil, rocks, and construction materials, at the completion of rendering services); Playground Equipment and Athletic Fields to include installation, demolition and maintenance of Government-owned playground equipment, fencing, parking areas, and grounds; Improve Services to include inspection, repair, maintenance, and construction of road surfaces, paved and unpaved road ways, intersections, curbs, foundations, culverts, man holes and gutters, sidewalks, parking lots, service drives, driveways, ramps, pads, vehicle storage and staging areas, maintenance and supply yards, bikeways, jogging paths, patios, paving stones, shoulders, bridges, associated structures, nature trails, and appurtenances; Maintenance and Repair of Barriers to include installation, replacement, removal and inspection of permanent and mobile barricades, cones, drums, and lighting devices to guide and direct drivers safely past hazards; Heavy Equipment Support to include providing crane, forklift, and other heavy equipment support to other trades and crafts shops; Waste Management; Grounds Maintenance to include maintenance and repair of grounds and landscaping in improved and high visibility, unimproved areas, and appurtenances; and Shop Building Maintenance. Services for Facilities Maintenance and Repair: Facility Maintenance and Repair Program to include inspection, estimation and repair of buildings and related fixtures to ensure cost effective and reliable facilities IAW AR 420-10, Army and industry publications, and standards; Preventive Maintenance Program to include development and implementation of a comprehensive preventive maintenance inspection and repair program for facilities, property, installed equipment, infrastructure, and utilities encompassing a variety of trades IAW AR 420-70; Infrastructure Support to include inspection, maintenance, repair, construction, and operation of the supporting infrastructure to ensure cost effective and reliable support IAW Army and industry publications and standards; Carpentry; Plastering; Roofing; Painting; Electrical to include maintenance, repaired, installation and preventive maintenance on electrical system components (not limited to wiring systems, conduit systems, cable systems, conductors, switches, receptacles, outlets, device plates, grounds, service equipment, motor control centers, control switchboards and consoles, lightning protection systems, fixtures, electrical kitchen equipment, kitchen and building ventilating fans, sump pumps, garbage disposal units, and electrical heaters in all applicable buildings, structures, and facilities); Plumbing to include inspection, testing, installation, repair and maintenance of plumbing systems (sanitary and septic plumbing, potable water piping, appliances and fixtures, facility natural gas piping, valves, control equipment and connections, medical piping, vent, facility waste collection systems, cleanouts, drains, connections, and all other facility plumbing services); Sheet Metal; Door Systems/Hoists/Dock Levelers/Pneumatic Tube Systems; HVAC Systems to include emergency, urgent, and routine repairs on HVAC/HVAC/R systems; Leaks; Fire Alarms and Sprinklers; Traffic Signs including the repair, fabrication, installation, replacement, removal, design, layout, painting, engraving, stenciling, and inspection of traffic regulatory signs, warning signs, guidance, and yield signs, informational, reflective, reserved, and safety signs on paved and unpaved areas; Swimming Pool Maintenance and Cleaning to include the maintenance and repair swimming pools, bathhouses and plumbing fixtures, pumps, skimmers, filters, chemicals, and equipment IAW manufacturers recommendation; Food Service/Beverage Sanitary Equipment Repair to include but not limited to broilers, ovens, rotary ovens, microwave ovens, combination and pizza ovens, gas and steam cookers, grills, griddles, and ranges, gas and electric tilting braising pans, steam kettles, steam tables, hot food tables, warming tables and cabinets, vegetable steamers, rotary toasters, hoods, and blowers; and Historical Service Data. Functional areas for which the Directorate of Logistics (DOL) is responsible include: Supplies and Services; Equipment and Maintenance; Transportation. The contractor shall provide management of supplies and services; in warehouse services, maintenance and accounting for materiel and equipment; for transportation services and GSA vehicle maintenance; and, for maintenance of weapons and fire control equipment. The following listing is not to be considered all inclusive. Services for Supplies and Services: Installation Property Book Office (IPBO) support to include responsibility for Class II, III, IV, V, and VII expendable, non-expendable, and durable property on hand at contract start date and processing of transactions affecting property book records; Materiel Item Management for Class II, III (packaged and bulk), IV, VII, and IX items of supply and equipment; Fuel Distribution Point to include the management and support of the requirements for motor oil, gasoline, diesel fuel, marine fuel, heating fuels and any future fuel, utilization of the Paperless Ordering and Receipt Transaction Screens system (PORTS), Fuels Automated System (FAS), FUELMASTER Automated Fuels Service Station system (AFSS) and the Ft. Meade Facility Fuel Management System (Degree Day) and operation of the Fuel Distribution Point to include issuance of gasoline, diesel fuel and motor oil to all authorized vehicles and equipment, removal of debris, excess fluids, and trash from interior and exterior areas of the facility on a daily basis; Sensitive Item Management; Warehousing Operations to include storage operations (receipt, turn-in, storage, issue, inventory, shipment preparation, and transport of assigned materiel utilizing the primary automated systems of SARSS and MROCS); Transportation Services to include transportation administration, personnel movements, material movements operations, 463L pallet operations, Departure/Arrival Airfield Control Group (D/AACG) operations, and Transportation Motor Pool (TMP) operations; and Transportation Motor Pool services to include administration, dispatch, and control of the GSA fleet. Services for Equipment Maintenance: Equipment Maintenance providing resources, management, and administration at the Direct Support (DS) (30 Level) and General Support (GS) (40 Level) and limited depot maintenance (50 Level) on DoD and non-DoD ground equipment for authorized customers; Locksmith (furniture, cabinets, government vehicles, safes and vaults); Miscellaneous Maintenance to include maintenance and service of various types of minor equipment for customers IAW manufacturers requirements (not be limited to stationary trash compactors, generators, water pump engines, compressors, boat motors, campers, boat trailers, and electric forklifts); Welding. Weapons and Fire Control Equipment Maintenance to include DS/GS and organization maintenance support for a variety of small arms and other weapons (not be limited to pistols, shotguns and rifles, grenade launchers; light and heavy machine guns, and artillery pieces); and GSA Vehicle Maintenance not limited to oil changes on light and heavy vehicles, front and rear brake service, mount and balance tires, repair tires, exhaust systems, diagnostic tests, turning drums and rotors, installing filters and checking all fluid levels. The designated NAICS Code is 561210 (Facilities Support Services) with a size standard of $32.5 million. Your response shall include a cover page specifying the size of your company under the specified NAICS Code (i.e., 8(a), HUBZONE, WOSB, Veteran Owned, Small Disadvantaged Business, Service Disabled Veteran Owned, etc.) and revenue for last three (3) years. Additionally, your documentation shall include: An Attachment 1 (not to exceed 3 pages), delineating relevant Federal past experience on same/similar work dating back not more than three (3) years. (This documentation shall include whether or not work was performed against a Department of Defense contract and if the work was performed as a Prime Contractor or Subcontractor). If your company does not have relevant Department of Defense Past Experience, experience with other Federal Agencies, the State or civilian market may be utilized; and An Attachment 2 (not to exceed 15 pages) fully outlining your companys capabilities with respect to the work described above. Documentation of technical expertise and capability must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. It is imperative that business concerns responding to this sources sought adequately articulate their capabilities clearly and succinctly.
