- This is a combined synopsis / solicitation for Cisco Network Optimization Support Services to provide a designated team that will be focused on but not limited to: analyzing, optimization recommendations, design support, network health checks, configuration, implementation, testing, troubleshooting, knowledge transfer, continued support, and applicable documentation related to the Cisco components. This tasking will require both onsite and remote support. The attached Statement of Work shall apply. This combined synopsis/solicitation for commercial services is prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation. Proposals are requested and a written solicitation will not be issued. This IS a small business set a-side with a NAICS code of 541512; however, Cisco Advanced Services must be provided through a re-sale purchasing action that involves a qualified Cisco Partner (Deal ID 1981129). As a result, FAR 52.219-14, “Limitations on Subcontracting”, will not apply to the resultant contract. Offerors shall contact Steve Sutherlin at Cisco Advanced Services - Civilian Agencies | (919-392-6079| *stsuther@cisco.com for the information needed to submit a proposal. Offerors are requested to provide a price proposal for a base period of 12 months with two 12 month option periods for the following: Line Item 0001 - CON-AS-RS: Network Optimization Service (NOS) – Route & Switching; period of performance – effective date of award through 12 months thereafter. Line Item 0002 OPTION 1 - CON-AS-RS: Network Optimization Service (NOS) – Route & Switching; period of performance – 13th month through 24th month Line Item 0003 OPTION 2 - CON-AS-RS: Network Optimization Service (NOS) – Route & Switching; period of performance – 25th month through 36th month Network Optimization Support for Core Routing & Switching - Part No. CON-AS-RS: General technical assistance to aid Customer with Cisco’s Routing and Switching products and technology. The typical skill set or capabilities of the Cisco personnel providing assistance to Customer under this service is as follows: (1) Cisco Certified Internet Expert (CCIE) ® or equivalent skills; (2) Ability to analyze networking services requirements; (3) In-depth knowledge of designing complex routing and switching networks; (4) Expertise with Cisco software features and functionality; (5) Experienced with configuring routing and switching devices; (6) Comprehensive understanding of all IP protocols; (7) Working knowledge of advanced technologies such as security, voice, and content/data center fields; (8) Ability to conduct training and one to one mentoring concerning routing and switching technology. Operations Management deliverables include but not limited to: (1) Ongoing case management; (2) Weekly conference calls; (3) Quarterly data analyses; (4) Periodic operational analyses and instructional sessions; (5) Major event notification; (6) Operational Analysis and Critical Issues Reports; (7) Periodic Conference Calls. This work with Cisco Advanced Services, Network Optimization Support, will include but is not limited to the below: Network Optimization Support for Core Routing & Switching •Combination of On-Site and Remote Support oOnsite support available 4 days a week •Operations Management oCisco Technical Assistance Center (TAC) Informal Training oAnalysis of critical issues / trends oConference calls as necessary oQuarterly reviews oService request management and monitoring •Network Improvement Plan Support oScheduled change network analysis oReview of implementation plans oAssistance with scheduled and unscheduled network hardware, software and configuration issues as necessary •Network Change Support oImplementation of changes from annual assessment •Software Strategy oReporting Software recommendations Critical bug analysis Quarterly reports •Design Support oDesign reviews oConsulting services •Performance Engineering and Optimization oNetwork health checks o“Best practices” comparisons/recommendations •Knowledge Transfer and Mentoring oWhite papers, design guides, training documentation, deployment guides, etc. •Annual Operational Assessment •Quarterly Business Reviews The following terms and conditions (FAR and HSAR) shall apply which may be viewed at http://www.arnet.gov/far/index.html (FAR) and http://www.dhs.gov/xopnbiz/regulations/ (HSAR): FAR Clauses: 52.212-1 Instructions to Offerors—Commercial Items 52.212-3 Offeror Representations and Certifications—Commercial Items - Offerors MUST have a current /valid Online Representation and Certification Application (ORCA) certification and Central Contractor Registration (CCR) prior to submitting any offer. EST on August 18, 2008. Award will be made to the responsible CISCO-Authorized Partner that submits the lowest priced proposal inclusive of the option periods.
