- DOC/NOAA/NESDIS Acquisition Division intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and FAR Subpart 6.302-1, based on Only one responsible source and no other supplies and services will satisfy agency requirements. The proposed source is Utah State University Research Foundation, North Logan, UT. The services being sought are the International Traffic Arms Regulations (ITAR) Restricted NPOESS Session Annual Conference which will be held annually through 2012 on Characterization and Radiometric Calibration for Remote Sensing. The services sought are technical in nature and requires the expertise from scientist, engineers, and managers to obtain suggestions from experts in the community about calibration, characterization, and radiometric issues within the microwave, IT, visible and UV spectrums. Participation in this forum helps to close the gap between expectations and real world experiences. Utah State University Space Dynamics Laboratory has been the organizer and developer that host this annual conference. They have been organizing and hosting this conference for the last fifteen years and is the only source available to satisfy the agency's requirement. This requirement will be incorporated by modification to an existing fixed price contract for a base year and four (4) 12-month option periods. This notice is being published for information purposes only and is not a request for competitive quotations. However, offerors who believe they can meet this requirement are to submit in writing an affirmative response. All responses must include a written statement of capability, including detailed technical information demonstrating their ability to meet the above requirement. The response must be sufficient to permit agency analysis to establish a bonafide capability to meet the requirements. Failure to submit such documentation shall result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition, based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15 days after publication of this synopsis. Proposal submissions and any questions must be submitted in writing ONLY to the attention of the Contracting Officer.
