- Description
- NASA/GSFC has a requirement for eight Brushless DC Motors to be used in flighthardware on the Global Precipitation Measurement (GPM) Mission. Each motor shall consistof a rotor and stator to be supplied un-housed. The stator shall have a set of Halleffect sensors for commutation, which shall be mounted on a printed wiring board (PWB)per detailed specifications. (See Attached)Item 1. Qty. 8 ea Brushless DC Motor Item 2. Qty. 1 lot Engineering Item 3. Qty. 1 job Shipping NASA/GSFC intends to purchase the items from Aeroflex, Inc. This motor is a space flightversion of an engineering motor that was originally manufactured by Aeroflex, Inc.Aeroflex was awarded the initial contract for fabricating the engineering motors throughFull and Open Competition. One of the engineering motors is part of a Life Test reactionwheel. The Life Test is necessary because the reaction wheel design (referred to as theDemiseable Integrated Reaction Wheel Assembly - DIRWA) is new and has no space flightheritage at this time. All new designs of repetitive motion devices require a Life Test.As one of the moving parts in the DIRWA, the motor is a critical component. Using adifferent motor from a different manufacturer would invalidate the Life Test, which beganrunning in April 2007. Invalidating the Life Test would significantly increase risk tothe GPM spacecraft. This recommendation is made pursuant to FAR 13.106, for the acquisition of supplies orservices has been determined to be reasonably available from only one source. Based onthe above, it is concluded that our minimum needs are only reasonably available from theselected source.The Government intends to acquire a commercial item prepared in accordance with theformat in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented withadditional information included in this notice.This procurement is being conducted under the Simplified Acquisition Procedures (SAP) setforth in FAR Part 13 which includes Subpart 13.5 "Test Program for Certain CommercialItems".Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon August 15, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.All contractual and technical questions must be submitted in writing via e-mail toKeva.R.Crossen@nasa.gov no later than 12 noon on Monday - August 11, 2008 or by way offacsimile at 301-286-5373.An Ombudsman has been appointed.
