Description: The United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Coastal Services Center (CSC) Charleston, SC, intends to issue a solicitation, utilizing the procedures at Federal Acquisitions Regulations Part 13, for the award to document the current state of science/knowledge and identify data gaps and information needs related to the human dimensions of coastal land and ocean planning and management in northern and southern areas within the coastal region of South Carolina and to refine the Center's social assessment approach to maximize its utility and to develop a methodology that is transferrable to other coastal sites to effectively identify human dimensions data gaps and applied social science approaches necessary to support sustainable, long-term management and planning efforts. The anticipated period of performance for this contract shall be from September 30, 2008 through September 29, 2009. The North American Industry Classification System (NAICS) Code is 541720, with a size standard of $6.5 million. This is a 100% small business set aside procurement. The Government's estimated cost for this requirement is not expected to exceed Simplified Acquisition Threshold. Solicitation and Offers: The solicitation and specifications will be posted to the Federal Business Opportunity website, www.fedbizopps.gov for viewing and downloading purposes on or about 1-2 days from the date of this notice and will close approximately 14 days after the release of the solicitation. All future information regarding this acquisition, including amendments, will be distributed solely through this website. Hard copies of the solicitation will not be available. Interested parties are responsible for downloading their own copy of the solicitation and amendments (if any) and monitoring the website to ensure that they have the most up to date information regarding the acquisition. Proposals/Offers shall be submitted in accordance with the guidelines outlined in the Statement of Work, section XII. All questions resulting from this notice or the subsequent solicitation document must be submitted in writing via email to Brian.Clark@noaa.gov Reference the solicitation number in the subject line of your email. Offers and all required documents maybe submitted electronically, mail carrier, or via fax (843)740-1290, however; the Government shall not be responsible for the malfunction of electronic machinery or mail carrier error. The award will be made around August 28, 2008. Submit all documents to the NOAA Coastal Service Center Charleston, 2234 South Hobson Avenue, Charleston, SC 29405-2413, Attn: Brian Clark. Contractor must have a valid DUNS number and be registered in the Central Contractor Registration (CCR) database, with an active status, to be eligible for award.
