- United States Federal Government Seeks to Acquire Site in Norfolk, Chesapeake, or Virginia Beach, Virginia Requirement: The General Services Administration (GSA) seeks expressions of interest from owners and authorized agents in order to obtain an assignable, no-cost option to purchase property, or to obtain donated property, containing approximately seven to ten acres to accommodate a 131,462 BOMA rentable square feet building and a 179 space parking structure with a 100 foot setback. ONLY OFFERORS THAT ARE WILLING TO PROVIDE AN ASSIGNABLE, NO-COST OPTION TO PURCHASE PROPERTY, OR ARE WILLING TO DONATE PROPERTY, WILL BE CONSIDERED RESPONSIVE TO THIS ADVERTISEMENT. The site shall: •Provide a more regularly shaped (rectangular, square, etc.) buildable area •Provide two independent remote means of egress •Have zoning that is compatible for Government’s proposed use, as shall all adjacent properties •Have no known zoning or other restricting ordinance that would unnecessarily restrict facility design •Have no known underground structures or fuel tanks •Have no known landfills or hazardous waste, soil, or water contamination, for which cleanup would significantly impact project cost or schedule •Not have easements or underground utilities that encroach on the secure portion of site •Not be located within a 100 year flood plain or other geological or environmental impairments •Be located within a conforming office development setting that would provide a modern design with prestigious appear in a campus-like atmosphere •Have easy access to power, water, sanitary sewer, telephone, cable TV and fiber optics, along with supporting amenities •Have convenient access to major traffic arteries and to food service establishments and retail services •May be located within a historic district when operationally appropriate and economically prudent; demolition of historic buildings in anticipation of Government use may disqualify an offeror from consideration The Government reserves the right to amend the delineated area and/or site requirements. Expressions of interest in the project can be submitted in letter form. Site proposals may include the following information: 1. Location map; address; aerial photos (if available); any available records of the archaeological history of the site; any available records of any historic structures located on or in the immediate area of the site; a Phase 1 Environmental Site Assessment (ESA) of the site; site plan with size indicated and showing that the requirements above fit on site; legal description; prominent features; identification of existing structures; distance from the property lines to the availability of public utilities such as water, sewer, electricity, and natural gas. 2. Land cost, if appropriate. Owners may submit their own proposals. Proposals submitted by agents must be accompanied by documentary evidence of the agent’s authority to make such offers. The Government will make every effort to expedite the site selection. This advertisement is not a basis for negotiation. The Government reserves the right to, if required, reject any or all offers and give consideration to sites other than those offered in response to this advertisement.
