- THE DEPARTMENT OF HEALTH AND HUMAN SERVICES ASSISTANT SECRETARY FOR PREPAREDNESS AND READINESS (ASPR) THROUGH THE DEPARTMENT OF HEALTH AND HUMAN SERVICES, PROGRAM SUPPORT CENTER, STRATEGIC ACQUISITION SOURCING, DIVISION ACQUISITION MANAGEMENT INTENDS TO AWARD A SOLE SOURCE, SIMPLIFIED ACQUISITION, FAR PART 13.105 TO THE AMERICAN MEDICAL ASSOCIATION. THE AMERICAN MEDICAL ASSOCIATION(AMA) IS UNIQUE AS TO THEIR PROFESSIONAL ORGANIZATION IS THE ONLY SOURCE THAT CAN SATISFY THE REQUIREMENTS OF THE GOVERNMENT AND PROVIDE SERVICES NECESSARY TO PERFORM THE TASKS OUTLINED IN THE STATEMENT OF WORK. AMA POSSESSES THE NECESSARY EXPERIENCE, EXPERTISE AND LEADERSHIP IN CONVENING CROSS-SECTOR DISCUSSIONS AND THE ABILITY TO INCREASE COMMUNITY LEVEL AWARENESS OF PUBLIC HEALTH PREPAREDNESS AND RESPONSE. Project Title American Medical Association (AMA) Third National Congress Background The Pandemic and All-Hazards Preparedness Act (PAHPA) of 2006 authorized the Secretary of Health and Human Services to award cooperative agreements to eligible entities to improve surge capacity and enhance community and hospital preparedness for public health emergencies. The mission of the Office of the Assistant Secretary for Preparedness and Response (ASPR) is to lead the Nation in preventing, preparing for, and responding to the adverse health effects of public health emergencies and disasters. To accomplish its mission, ASPR collaborates with its stakeholders, including other HHS programs; other Federal agencies; State, local, Tribal, and international officials; and the private healthcare sector. This initiative is in direct response to and support of the Office of Preparedness and Emergency Operations (OPEO) and ASPR mission by enhancing community preparedness and readiness through strengthened linkages between healthcare and public health leaders and planning for response to acts of terrorism and other public health and medical threats and emergencies. Scope As part of ASPR, OPEO has the responsibility of serving as a catalyst in the engagement of Federal, State, and local governments, the private sector, academia, and appropriate professional societies in the community-wide planning, establishing a prototype of community readiness, and improving the integration of healthcare and public health leadership at the community level. While there are many governmental agencies and private organizations charged with ensuring the Nation’s capacity to prevent and respond to catastrophic events, each having a critical function in prevention and response efforts, it is vital to bring public health and healthcare delivery sectors together to improve preparedness at the community level. Preparedness and response efforts must be coordinated at all levels to ensure optimal outcomes in terms of efficiency, effectiveness, and impact. Unfortunately, venues that bring community level stakeholders together with Federal, state, and local government, the private sector, academia, and professional associations to discuss community level strategies for undertaking and overcoming barriers and challenges to preparedness planning, specifically in terms of medical surge capacity, community mitigation strategies, models of emergency healthcare delivery, alternative care sites, maintenance of critical community infrastructure, legal and regulatory policy, workforce education and safety, community education/communication-especially vulnerable populations, and the role of the business community/private sector are limited and additional efforts are needed to increase opportunities for communication, coordination, collaboration and integration between these stakeholders. Specific Tasks The American Medical Association (hereafter referred to as the contractor) shall perform the following tasks: TASK 1: The contractor shall establish plan, schedule, convene and serve as facilitator and organizer of a Congress on Health System Readiness in which membership shall be comprised of representatives from Federal, State and local public health agencies, private sector, academia, and public health, medical, and healthcare organizations and associations at the community level. TASK 2: The contractor shall extend attendance invitations to the Secretary of the Department of Health and Human Services, in addition to leaders of other public health agencies such as the Centers for Disease Control and Prevention, and the World Health Organization and multiple sectors related to emergency preparedness and response. TASK 3: The contractor shall provide a list of invited speakers prior to the convening of the Congress. TASK 4: The contractor shall establish plan, schedule, and convene a the cross-sector planning exercise during the Congress to address topics related to emergent issues of emergency preparedness at the community level, to that may include but are not limited to: (1) demonstrations of connectivity in communities, (2) examining economic, program, and opportunity Costs of Readiness, (3) a Federal response plan from the perspective of the public health and medical community, (4) modes of communication during crisis, (5) defining readiness and measuring preparedness, (6) training the workforce and responding to expectations of performance, (7) effective containment by closing the cultural gap between traditional emergency response and an integrated public health response, (8) medico-legal, legal, and regulatory issues, (9) global response strategies (10) academic institutions role in moving thought into practice, (11) public health and clinical collaboration in detection, surveillance, and reporting, and (12) recovery plans. TASK 5: The contract shall provide a publishable written summary of the outcomes and next steps recommendations derived from the cross-sector planning exercises. TASK 6: The contractor shall increase public awareness and education following the convening of this Congress by: (1) providing electronic copies of power point presentations from keynotes and communities, and (2) creating a “virtual book" of community application plans/supplemental material submitted by community level organizations that provide examples of both medical capacity and community mitigation strategies currently being practiced that is publicly accessible online. Attendance and Staffing Attendance at the conference shall include representatives from various governmental agencies within the Department of Health and Human Services (including but not limited to ASPR and CDC), Department of Homeland Security (including but not limited to FEMA), Department of Defense and the Department of Veteran Affairs (VA). In addition, Forum membership shall include state and local departments of health and associations, health professional associations, academic institutions and private sector business associations. Deliverables The contractor shall: (1) convene and serve as facilitator and organizer of a Congress on Health System Readiness, (2) provide electronic copies of power point presentations from keynotes and communities, (3) create a “virtual book" of community application plans/supplemental material submitted by community level organizations that is publicly accessible online, and (4) provide a publishable written summary of outcomes and next steps recommendations derived from cross-sector planning exercise during the Congress that address topics related to emergent issues of emergency preparedness at the community level. Place of Performance The place of performance will be the American Medical Association located at 515 N. State Street Chicago, IL 60610. The American Medical Association will provide facilities and equipment required for the proposed project. Period of Performance The period of performance under this contract shall commence upon approval of this document by all appropriate parties and extend through September 31, 2009. Type of Contract This is a firm-fixed contract. Hours of Operation Normal duty hours will range from 8:00 AM to 5:00 PM, Monday through Friday, excluding Government holidays, unless otherwise required by the Project Officer. Travel Travel cost associated with attendance at Congress is included in the overall cost of this contract as some personnel may be required to travel. Government Furnished Facilities and Equipment No government-furnished facilities and equipment will be required. Status Meeting The Project Manager shall meet to discuss status of events, projects, issues, and problem areas related to the project. The schedule for the meetings shall be identified by the Project Officer. In addition, the contractor shall immediately bring problems or potential problems affecting performance to the attention of the Project Officer. Verbal reports shall be followed by written reports when requested by the Project Officer. Confidentiality of Data Duplication or disclosure of the data and other information to which he/she will have access to as a result of this contract is prohibited. It is understood that throughout performance of this contract, the person selected will have access to confidential data, which either is the sole property of HHS or is the sole property of other than the contracting parties. The Contractor and his subcontractor(s) (if any) agree to maintain the confidentiality of all data to which access may be gained throughout contract performance, whether title thereto vests in HHS or otherwise. The Contractor and his Subcontractor(s) (if any) agree to not disclose said data, any interpretations and/or translations thereof, or data derivative there from, to unauthorized parties in contravention of these provisions, without the prior written approval of the Contracting Officer or the party in which title thereto is wholly vested. Subcontractors are subject to the same stipulations and may be held responsible for any violations of confidentiality. Standards of Conduct In performing this contract, selected personnel may be required to interact with high-level government and non-government officials. The Contractor shall ensure that all its personnel conduct their work in a professional and responsible manner. All Contractor personnel working on the Government’s site shall abide by the rules and regulations as set forth by HHS. Government Liability The government shall not be liable for any injury to the Contractor’s personnel or damage to the Contractor’s property unless such injury or damage is due to negligence on the part of the government and is recoverable under the Federal Torts Claims Act, or pursuant to other Federal statutory authority. Inspection and Acceptance The Contractor’s performance and the quality of services provided hereunder shall be subject to final inspection and acceptance by the Contracting Officer in conjunction with the Project Officer. Contractor Performance At the Project Officer’s discretion, he/she and the contractor’s program manager shall meet quarterly to evaluate the manner in which the contractor performed in accordance with the contract requirements and standards such as: good workmanship, the contractor’s record of forecasting and controlling cost; the contractor’s adherence to contract schedule, contractor’s history of reasonable and cooperative behavior and commitment to customer satisfaction, and generally the contractor’s business-like concern for the interest of the customer. The Contracting Officer may attend these meetings. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESOPND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 10 DAYS AFTER THE DATE OF PUBLICATION OF THIS NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
