Description
The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.501) with LKC Technologies Inc., 2 Professional Dr. Suite 222, Gaithersburg, MD 20879-3421, as the only responsible source that can provide a visual diagnostic test system with multi-focal ERG capabilities. The system shall be used to diagnose and monitor response to treatment for retinal and optic nerve pathologies. The system shall also be capable of multi-focal electroretinography (mfERG) and meet the criteria for a gene therapy protocol to treat Leber’s Congenital Ameurosis and Stargardt’s Disease. The system shall be capable of producing all standard International Society for Clinical Electrophysiology of Vision (ISCEV) stimuli; including electro-oculogram (EOG), electroretinogram (ERG) [double flash ERG, On/Off response ERG, S-Cone ERG, scotopic threshold response ERG, Pattern ERG], Visually Evoked Potential (VEP), infrared flash, and the capability to program user defined stimuli. The system shall be compatible with existing data acquired on an LKC system in order to monitor progress of patients over time and compatible with the Windows operating system to maintain interoperability with the digital database. On-site training shall be provided. This acquisition is being conducted under simplified acquisition procedures FAR 13.501 under the authority of the test program for commercial items (section 4202 of the Clinger-Cohen Act of 1996). There are not set-aside restrictions for this requirement. The intended procurement will be classified under North America Industry Classification System (NAICS) 339112. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Jan Harding at Jan.Harding@med.navy.mil. Statements are due by 4PM EST 18 August 2008.
