Description
NASA/KSC has a requirement for two CDG-4000 Countdown Generators. NASA/KSCintends to purchase these items from DGM Electronics, Inc 13654 Metric Road Roscoe, IL61073 for the following reasons:DGM Electronics Inc countdown generators are required for interoperability with otherexisting countdown systems, already existing at Kennedy Space Center (KSC). Thereforecontinued use of this brand as opposed to another brand will greatly reduce the costassociated with the acquisition of spare parts and spare/backup controllers. Restricted competition for only DGM Electronics brand name equipment is required for userfamiliarity. All engineers, field systems specialists, and technicians have been trainedto setup, operate, diagnose, troubleshoot, and repair the aforementioned equipment. Introducing different models create the need for training for all users. Also, differentconfigurations at different locations lead to increased difficulty and longer troubleresolution times.The continued requirement for specific brand name communications equipment is alsonecessary for operational compatibility. The brand name countdown generators identifiedabove will be installed in remote locations that are unmanned.Introducing a newcountdown generators model may result in an inability of the current system. Anydevelopment effort will be a direct cost increase, or alternatively an additionalcountdown generator system must be purchased, not only increasing cost, but complicatingoperations as well.Finally, the varying input and output formats available from the DGM Electronics IncCDG-4000 are required to meet the diverse community of countdown time stakeholders atKSC, the Eastern Range and the various remote locations supporting the Launch ControlSystem. The CDG-4000 has a history of successful use in the timing systems of both KSCand the ER; therefore guaranteeing compatibility between LCS, KSC and the ER.The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon August 26, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.An Ombudsman has been appointed.
