Description
The Centers for Disease Control and Prevention (CDC), Coordinating Center for Infectious Diseases (CCID), National Center for Immunization and Respiratory Diseases (NCIRD), Influenza Division intends to issue a sole source purchase order to University of Iowa College of Public Health, Dept of Epidemiology for a Certificate in Emerging Infectious Disease Epi Program. The University of Iowa's program is unique and is well matched to the needs of CDC's collaborators in developing countries. Their experience and expertise in providing this training can not be found elsewhere. CDC have noted that animal public health authorities in developing, international countries have limited skilled staff, often with poor epidemiologic and policy training. The new emergence of avian influenza represents a global health threat, and addressing it adequately will require a larger cohort of skilled zoonotic public health officers in countries where avian influenza is currently a threat. CDC has a large international program that targets improvements in surveillance, human clinical care, laboratory capacity and planning, but all will rely on high quality animal and human public health infrastructure. The University of Iowa, and their comprehensive zoonotic adeptness in this area, will enable CDC to identify qualified applicants in high risk countries, who, if trained, can add value to their countries' and region's preparedness. CDC believes that this requirement is met by only by only one provider. This procurement will be processed under the authority of FAR 6.302-1. Only one responsible source and no other sources will satisfy agency requirements. No solicitation is being issued. Interested persons may identify their interest and capability to respond to this requirement. This requirement is not set-aside for small business.
